Overcharge deadline extended The U.S. Department of Energy has extended the filing deadline for oil overcharge refunds to June 1988. DOE previously announced the deadline as December 31, 1987. Medium and large-scal- e petroleum users can apply to recover losses on overcharges they incurred in the 1970s and early 1980s. Eighty million dollars has been set aside to be refunded to eligible petroleum users throughout the United States. The money comes from settlements between the U.S. government and oil companies that violated federal price controls between August 1973, and January 1981. The refunds will be approximately $80 per 100,000 gallons purchased during that time period. Eligible purchasers include agriculture producers and such entities as local governments, commer-cialindustri- al users, motor carriers, mass transit companies and school districts. Eligible products include motor gasoline, diesel fuel, heating oil, propane, motor oil, asphalt, greases and other refined products. "Any organization or individual may file an application with the U.S. Department of Energy Office of Hearings and Appeals by submitting a documented estimate of the volume of fuel purchased," said Utah Energy Officer Director Richard Anderson. "However, the Department of Energy has stated it will not process claims under $15," he added. Applications are available from the Utah Energy Office, the Utah Farm Bureau, the Utah Motor Transport Association, and the seven Utah Associations of Government offices. President too often-- we adults talk about what we expect Often-perh- aps from children without giving much consideration to the things children expect from us. Sometimes pollsters bother to survey young people, and the results probably should be heeded by parents and educators. When "Learning Magazine" writers asked eighth graders at Highland (Mich.) Junior High School for their advice to teachers, they received some surprising answers. "Be mean," one student suggested, probably echoing student replies in other polls. Many students actually ask for teachers and parents to be more demanding. Some even say they want more homework assignments. Other recommendations from the Highland Junior High School students were: Don't be too intelligent. (Possible translation: "Don't talk over our heads.") Don't yell. Don't give up on students. Be patient. Be supportive and reassuring. Youths confined in a Pennsylvania correctional institution gave some advice to parents, too. Here's some of other way." Since Utah soils have been forced under low rainfall conditions, they are already alkaline and rarely should their pH level be raised. PH is a symbol for acidity (values from 0 to 7) or alkalinity values (7 to 14). Cultivated soils in Utah range from 7.4 to 8.7. Ashes have been touted as a way to hasten snow melt in the spring, and Hatch says small amounts, spread uniformly to darken snow so it will absorb the sun's heat may not have too much of an adverse effetj. "My interpretation of a small amount is no more than a 10 quart pail of ash spread over 1,000 square feet once a year," Hatch says. Another piece of advice proffered by some gardening magazines is to add lime to create a better root environment and render essential growth elements available to plants. "Do not follow that advice," Hatch says. "Fortunately, lime is hard to obtain and seldom sold in garden and farm supply stores here." it: low rates make State "Light a candle. Show us the way.
