territory I 1 of utah I 1 be it enacted b by y the governor governo r and legislative Ag assembly of the territory of utah that the tie F first arst judicial district shall embrace and be composed compose 4 of great salt lake davis weber tooele thoele and utah counties and all regions of country lying east north an and west of said I 1 counties and the second of juab san pete and millard counties and all regions of country lying south of the south latitude of utah county and north of the south latitude of millard county and the third Thir dof of iron county and all regions of con country lying south of the south latitude of millard millar 0 county n SEC 2 the hon leonidas shaver associate justice ts is assigned to the first judicial district and shall hold courts annually as follows viz on the first monday in december in great salt lake city on the first monday in march in ogden city on the third monday in march in provo city and on the second monday i yi august in fort supply SEC 3 the hon lazarus H reed chief jus ti ceis assigned to the second judicial district and shall hold courts annually as follows viz on the third monday in october in nephi city on the last monday of october in manti city and on the second monday of november in fillmore city SEC gric 4 the hon Zerub babel snow associate justice is assigned to the third judicial district and shall ald court bourt annually as follows viz on oil the third monday irl in november lp in Par carowan parowan city SEC isec 5 A supreme court shall be 6 held ann annually I 1 a ay on the first monday in Ji january muary in gre great at SY sa like lae city ste sac 6 each session of said raid courts shall be kept open at least one day and no session shall be legal except an adjournment in the regular term I 1 SEC 7 upon the petition 0 o of f not less than one hyp hundred dr ed leed voters and tax residing m any 3 district the judge of said district shall hold bold a special session of court at the time and place specified in the petition unless a remonstrance to said did petition is seasonably presented to the judge and signed by a larger number of like qualified signers than said petition petition as hasin in which case a special session shall not be held and a like course by the required number of like qualified residents of this territory shall obtain or prevent aspeti a special al session of supreme court SEC 8 all other laws and doings of the legislative isla tive assembly on the subject of this act are are hereby repealed approved san jan 1854 1 the foregoing is a true copy of the original act on file in ill my offie office A BABBITT W of U T I 1 I 1 resolution to encourage the raisin raising of flax and hemp i il 1 be it resolved by the governor and legislative assembly of the territory of utah that the sum of four hundred han dred dollars be and the same is hereby appropriated out of any moneys in the treasury not otherwise appropriated to be paid in awarding premiums as follows 2 the person that shall raise the greatest number of bushels of flax seed and greatest amount of lint from two acres of ground r aund shall be entitled to a prem premium iuni of one hungered hundred dollars the person raising the greatest number of bushels from one acre I 1 shall be entitled to sixty dollars and the person i ral raising sling the greatest number of bushels from one half acre s shall all be entitled to forty dollars 3 the person who shall raise the greatest number of pounds of hemp lint from two acres shall be entitled to one hundred dollars the person raising the krea greatest test number of pounds from one oae acre allars shall hall be entitled to sixty dollars and the person raisin raising g the greatest number of pounds f from r 0 m 0 one n e half acre a ere sha be entitled to jorty dollars provided P r 0 vid e d I 1 that no more that than oneff the above premiums seed or hemp lint shall be awarded to the same person 4 all claims for the above premiums must be accompanied compa nied with sufficient evidence of the amount of ground sown the number of bushels sown and bow the ground was prepared and that it was miaad in a the year 1654 by the ane person claiming the premi premium urn and be accompanied by a written statement of the amount of seed sown number of acres kind of soil and how abw prepared when sown when harvested and quantity of lint said evidence and statement must be filed with the A auditor udit of public accounts on or before the of december next I 1 5 As soon after the 1st ast of december as practicable b I 1 e the said county when elected shall be authorized and empowered ered to organ organic the sume same when in his opinion it shall become expedient and necess necessary aryl ilso to I 1 locate and establish the county seat in said county comity SEC 3 that alt all that section of country boun 4 oed aad north coith by oregon east by y the west line of I 1 4 oreen reen river county south by a parallel line forming the southern boundary of great salt lake county and west westby by a parallel line forming the eastern boundary of weber county is and the came same shall hereafter be called summit county and is attached to great salt lake county for election revenue and judicial purposes I 1 I 1 sec sac 4 davis county shall be bounded on the east by summit county SEC 5 all laws and parts of laws for the discovery of a coal bed near great salt lake city be it resolved by the governor and legislative assembly of the territory of utah that the sum of one thousand dollars be and the same is hereby appropriated out of any money in the public treasury not otherwise appropriated as a reward revard to any resident of this territory who will OP open a good coalmine coal mine not less than eighteen i g eteen inches thick within forty miles of great salt sai t lake city in any accessible position and that can be profitably worked and when the governor shall become satisfied of the fact he may draw on the treasury of tile the territory for the amount in favor of the person entitled to it and the governor shall control said coal mine until further provided i for by law approved jan be it enacted by the governor and legislative assembly of bf the Territory of utah that all questions of law the meaning of writings other than laws and the I 1 of testimony shall be decided by the court arid and no laws I 1 nor parts of laws shall be read argued cited or 01 adopted in any court during any trial except those enacted by the governor and legislative assembly assembly y of this territory and those passed by the congress of uie united states when applicable and no report decision or doings of any court shall be read argued cited or adopted as precedent in any other trial seo SEC 2 the repeal of a law does not revive one previously repealed by it nor affect a any Y r gats duties or penalties which have arisen under it SEC 3 laws and parts thereof and words and phrases
