of the cont coni empl emill cited state house being the south wing only though it may answer for lor the present has not those conveniences and that spaciousness cious ness and beauty which will reconnected be connected with the building when finished in fit accordance with tile the original design how far this may be accomplished through tiie the aid of the general government I 1 do not know but presume that it will make anike still further appropriations for that object as the present investment is upwards of or in excess of the amount appropriated until further aid ii extended by congress Con oress this tilis excess should be assumed ind find paid by the territory since allies it is manifestly unjust that the contractors and others who have expended their means and labor for this purpose should be obliged to wait the tile uncertain period of or further appropriations though the territory would probably be reimbursed at some future time we are assembled asem bled bied for lle lie the purpose of considering the affers of our young and thriving territory and of framing such laws rules and regulations as may in our united wisdom he be considered most salutary fial dutary spirit of wisdom to guide us in our deliberations and while we render the full emotions of grateful hearts for past m ocies and find blessings which have I leen reen een extended unto us we are has been for our good and we acknowledge it as the kind dealing of a tender parent who seeks the best interests of his children I 1 have in my former communications to this body suggested that laws should be plain easy to be understood and few fewin in imin number ber I 1 am asyet as yet unacquainted wit with hatly any auy reason for changing my views upon this subject on the contrary as life gives ms ins experience and as experience furnishes knowledge and under landing tending I 1 find my myself elf eif in more re f fully ally confirmed therein neither Neit nelt lier iier should laws be too frequently changed if we would enjoy a permanent and peaceful government I 1 am lully aware that matters of local and personal interest require alterations and that in a new country like this where enterprise development and progress so eminently characterize the people legislation should keep even paco therewith and not be bound down by contracted and selfish views old and exploded policy or traditional errors let a spirit of freedom and liberality pervade all our acts and nn an enlightened and highly practical course of will surely be the result of eur our deliberation deliberations we have a very good volume of laws and I 1 would recommend so far aar as they tiley remain applicable to our wants and are sufficient for probable emergencies that we wei do not disturb them no liw I 1 tw passed by the legislative assembly of this territory has been annulled by con COD congress gress although by a most odious and anti republican feature in ia the organic act it retains the power so to do a power so utterly repugnant to and subversive of the principles of our free institutions that it should be rarely if ever exercised i in order however to avoid this aa as well as many other questions ques que lions which might unfortunately arise only to perplex and entangle the relations so unreasonably yet peacefully existing in the present form of a dependent state and to place ourselves beyond cavil upon the platform of equal rights constitutional sovereignty and free government ern ment based upon the ilia principles wicked to every lover of arne AIne american rican liberty as its emanating from the people I 1 r commend that you take the initiatory steps towards our obtaining admission into the union preparatory thereto it will be necessary to have the census of the territory taken and to hold a convention for the formation and adoption of a constitution I 1 would respectfully suggest that this matter be le taken into prompt consideration that in cae caie you deem it wisdom to mak mako an effort for our admission as a state the incipient laws may be passed at an early day we trust that eliat the present congress will have wisdom to so far recognise recognize the principle of self government and the genius of our free institutions as to abolish in III her territories that odious tyrannical and absurd system of colonial government which emanated from tile tiie british throne and place them upon that equality of constitutional rights enjoyed by tiie tile states in their internal regulations election of officers and representation in accor appears that the territory is running a trifle in debt still I 1 do not presume thit th it it will be necessary to increase the assessment of last year I 1 deem dein de dern in this situation of the finances attributable to the tile light assessment of the pi previous evious year it being for the whole territory only at one half the ilia present rate the effects of or this small assessment were not I 1 felt at the time as the reports show 2 I 1 more collected during that year than in of or last vears years rears assessment have been paid during durin g this it is therefore obvious hat that 1 almost the entire union amount lit tit of tile the receipts at the treasury for he ilia year 1854 1654 came carrie from former assessments asses ments hence bence it follows that if the tile HIM territory is devoted but liuato to public improve improvement men a and tile the development of the country the people should feel willing to promptly pay their taxes inasmuch as they directly all and d almost immediately receive the benefits thereof it has iles been proposed lo 10 open new channels of communication with this territory from the east through g the t h 6 tributaries tributa ries of the missouri and from ithe the south bouth uth by way of tile the colorado doubtless I 1 boats built expressly for the tile purpose will beabe be abe to approach our settlements many hundred miles nearer dearer than at present should it be it in your power by cliart ering companies or rendering other encouragement to further any ally such enterprise you will meet with my most hearty operation cooperation co I 1 certainly deem it a subject worthy of your con oi educational interests have flourished hitherto with but little aid or encouragement from the th 0 legislative assembly should I 1 lot not this s subject u bj e c t be taken under advisement by this legislature leg i slature and some well organized system be adopted which will confer the blessings of at least a common education upon every child rich or poor floor bond or free in the territory and which will establish and keel keep in operation at atlear lear least one school where the higher or dran oran anches clies ciles are taught I 1 am aware that much has already been done and great good effected by private entel prize throughout the settlements generally though I 1 am sanguine g nine that no territory so young as this tilis can bo boast ast of so many or so good school houses and schools still there is s a lick lack much remains to be done the legislature has appropriated comparatively ively nothing for this object and the tha ampro pr pra lions of land by tile tiie gen ral government are at present and a great bhare always will be entirely unavailable none are so much interested int in this matter as ourselves it would therefore seem beem to be almost imperative imperant ve upon thi assembly to extend their most reliable aid and influence for the promotion of learning and now while we have peace and find quietness in a ail all 11 our borders is all an opportune time to lay idy a found foundation for the instruction of our children which shall shail grow with our growth and strengthen with our strength and extend its influence around the children of the poorest and humblest citizen as well as the more opulent and wealthy peace reace quiet gentle pace p ace and a due degree 0 of prosperity many eini erni eminent nent statesmen that the hie conciliatory course is far the most humane humans and successful as its well as the most economical I 1 therefore appeal to yon gentlemen to lle lse use ile your influence throughout the territory to preserve the be policy of feeding and clothing the natives of giving them employment tea te cling acting them to 0 o obtain a living by their labor and exercising patience perseverance per seril sedil ance once and forbearance towards them as well as care and watchfulness ulnes alnes ul nes neg let this policy be strictly adhel adhered ed f to 0 in all our settlements settlement and the he chance chances are that we shall hear of no indian massacres and depredations at least not to any great extent fortifications have progressed ed quite dorily in most of the settlement settlements during the past rear the people being materially aided and benefited in their endeavors by the fortification act pa passed qed at the last session it has
