Citizen Participation Programs By Jorge Arce-Larreta The growing discontent that has resulted from the lack of effective community participation in federally supported programs must be dealt with in a realistic and Productive manner. Individual agencies which have, and are attempting to grapple first hand with gripes, are finding the problems too far reaching to deal with adequately. The role, function and responsibility of. community input must be ‘critically and initially determined to avoid further unrest. There has appeared most recently a drastic change in the attitudes of the poor people's Society. They are beginning to realize that their participation is the key to the achievment aspirations. The hours of of 3 dialogue, their token verbal: gestures and delegations of authority, which are not backed by Specific action, are no longer acceptable, hor should they be. A new focus on the needs of the poor and disadvantaged be- brought: about, minorities must a focus on the realities of the problems and viable solutions as well. However, a realistic solution must include the participation of the poor in the planning, implememtation, administration and follow-up process of any program. The Salt Lake Model Cities is in a unique position to bring about this new focus. It can and should be the agency necessary for bringing resources together the of all levels of government and, most importantly, the leadership and representatives of the very people it is trying to serve. This partnership is heavily reliant upon the williness of local government to face reality, to accept the existance of discrimination, poor housing conditions, lack of proper education and other pressing problems. It is equally reliant upon the capability of neighborhood residents to actively and effectively Participate in directing the process of change. The basic objective must be to build a structure and design a mechanism that meets the real needs of the poor. Here then is the real challenge, to cultivate and maintain a rapport between the poor and the affluent, and among the brown, the black the red, the oriental, the poor white and the silent majority, which will foster understanding and bring about Solutions for one another’s Problems, and thus pave the way for action programs to alleviate Inequality and lack of opportunity. Model Cities Inc, CAP and Other agencies can provide the needed coordination and direction in the delivery of services. And at the same time, they must lead the way to establish community-government rapport and to open new, effective channels of communication. HOW WE CAN SUCEED There are a number of agencies currently involved in citizens, participation. bach -effort, is significant and should not be underestimated. However, close coordination, in terms of input and output to and from the community and the sponsoring agency is critical. It has become obvious that the most strenuous efforts in community affairs cannot result in true success without sound inter-personal communications The final decision to initiate, develop, and implement physical, social and economic programs rests with the acce ptance of these programs by the people. However, before the people can act responsibly, they must understand all facets of the problem and the alternative solutions available. The people in the deprived areas of the city, the ghettos and slums, must be informed of the problems immediately available and those being formulated and planned. This would be the task of the Salt Lake Citizens Participation Agency. 1. TRAINING To develop a training mechanism to achieve maximum involvement of the residents in their own community affairs. 5. ADMINISTRATION Staffing of the administrative branch of this project should rely heavily upon the neighborhoods themselves. Again, we must emphasize the fact that unless administrative responsibility is placed upon the residents, their acceptance and participation will be both minimal and unproductive.
