Responsible DmaMmg Habits, Habitat; Proposal Restricts (Outside Groros by Myriam Hernandez A new policy permitting alcohol in designated areas only has been developed by the Student Services Staff, Students Affairs and Committee of the Board. The new policy was voted on and supported by the Executive Committee of Trustees. The final consideration will be done by the full Board in December. The new policy as it is written and as it is being proposed, will allow alcohol in a number of designated areas, said Gary Fitzer, dean of students. The policy will have little impact on students, especially resident students, for those of legal age the consumption of alcoholic beverages in the privacy of the dorm room is personal choice," said Fitzer. , The new policy as it is written and as it is being proposed, will allow alcohol in a number of designated arias. Join the Westminster Players on December 8 and 9 from 9 p.m. in the Green Room (Converse Hall, second floor) as they hold auditions for roles in William Inges play, Picnic. 7-- THE PLAY WILL BE PERFORMED SPRING SEMESTER, 1987 Issue No, 7 Dec. 1, 1986 The policy is expected to provide a realistic environment relevant to alcohol consumption, which is in' accordance with the laws of the state. The policy also intends to foster and develop responsible drinking habits and habitat within the community. This not only supports, but respects those individuals who do not want to consume alcohol, said Fitzer. This will allow balance and personal preferences on a vast number of people. According to Fitzer, the changes in the policy are necessary because the current policy is uninforceable. The present policy was approved on May 24th, 1978. This policy states that no alcoholic beverages are allowed on campus, except in the residence hall rooms. We rent our facilities, such as Nunemaker to outside groups, said Fitzer, even though we make them aware of the alcohol policy, we find evidence to the contrary after they have left. Fitzer said, Even though they are outside of the institution and policy, the school does not have the means of power to enforce the schools rules. According to Fitzer. the past adminstration did not follow the guide lines. Events like the All Class Party, have not enforced the law either. We cant capriciously set aside the alcohol policy," said Fitzer. We opened ourselves up to greater liability, because we have a policy we can not enforce. Another reason to change the policy, said Fitzer, is because this is not the same institution since the other policy was approved. each time the policy has been revised is because the community is constantly changing, said Fitzer, the community and views are different from those in 1971. The new policy is restricted to the needs of the current institution, At times we would like to make recognitions for patrons who benefit theschool ,said Fitzer. These events would be best held on campus, but considering the current policy, the events have to. be held off campus. According to Fitzer a number of groups and organizations are asking to be allowed to a social hours. Individuals or groups who want to serve alcohol in their events, have to follow a number of elaborate steps. This will guarantee a safe and responsible way of drinking, said Fitzer. The primary thing individuals or groups have to do is to file a form. Fitzer will meet those responsible for the event and will give them a beverage permit packet. This will contain a copy of the new policy, guide lines which is a description of how the laws are enforced and state liquor law. The beverage permit form will asked for name of the group, nature of the vent alcohol j alternates beverage and food being served. Also a signature from the person in charge of the event and a deposit in case of damamges will be needed. There are certain types of events which automatically are not allowed to serve alsohol. Alcohol possession and consumption is not permitted in general intramural activities and -- in public places," said Fitzer. . If a group or individuals want to hold asocial hour in place like the Presidential Room and are allowed to serve alcohol, they must remain inside of the room. No one under 21 can purchase, consume or help with the sales of said Fitzer. According to Fitzer,. if students want to hold an event including alcoholic beverages . they should look into the policy. Students will be responsible for liability under the influence of alcohol or drugs, said Fitzer. They also will be responsible for giving alcohol to someone who already has consumed a great deal. alo-cho- l, - According to Fitzer, other universities are not doing these changes. The state does not allow this flexibility. The new policy, Fitzer said, will meet all the law enforcements that the county, city and state dictate. Fitzer has been working for eight months with the city and state and even hired someone to investigate the changes to change thecurrent policy. The way we can respond to the need of our institution." Said Fitzer. According to Fitzer,. sponsoring groups depending on natureof events, may be required to hold security and not to distribute alcohol to minors, said Fitzer. Failure to do this can shut down the party, said Fitzer. The group will lose all privileges of holding parties in the future and no return of the deposit. According to Fitzer other universities are not doing these changes. The state does not allow this flexibility, said Fitzer, We are leading an innovation thing here." Now the full Board of Trustees has the last word in the new alcohol policy, If they accept it, they will dictate the implementation of the new policy will decide to that, said Fitzer. Forum 5 |
