This measure would authorize United States membership in an International Organization for Trade Cooperation (OTC). O. T. C. would become the enforcement arm of the general government on tariffs and trade. Congressional hearings are expected within the next few weeks. O. T. C. is an organization of 35 nations, meeting in Geneva, Switzerland, for the purpose of negotiating agreements affecting world trade. The Trade Agreement. Act passed by Congress in 1934 authorized the State Department to exchange cuts in U.S. tariffs for reciprocal cuts by other nations. Tariffs have been cut by 75 per cent. All the U. S. minerals industry received in return, in many cases, is simply a promise by other countries not to raise their rates. Whenever a real concession is granted, and American goods begin to enter foreign markets, they are stopped by quotas, licenses, exchange regulations and similar hindrances, which nullify the concession. In the meanwhile American industries and American workers in many fields have been badly hurt. II. R. 5550 would give the State Department permission to join the new international agency, reduction of known as OTC, having the objective tariffs. Among die 34 other members of OTC will be Japan and five other Asiatic countries, where wages are as low as 15 cents per hour. Communist Czechoslovakia will be a member. Any member of OTC, including the United States will be obligated to enter into tariff cutting negotiations with these members, whenever OTC calls. Each member will have one vote. The United States will have no greater voice than Luxembourg. Russia will control the vote of Czechoslovakia. Unless Congress defeats the efforts of the State Department to enact H. R. 5550, control of U.
