Palmer, secretary of the Colorado Mining association, as another attempt to extend federal bureaucracy. The board recently endorsed a proposal by the presidents materials policy commission that private prospectors be given an alternative of leasing all federally owned mineral deposits to which only the system of opporpriations bp claims and patents is now applicable. Before the present mining laws were adopted the leasing system was tried and it was found that it did not encourage the development of the public domain, Palmer said, could create favoritism which might result In granting leases to preferred lessees with sufficient capital to afford .Washing ton representation. The Mining Association official charged that the present law wold do the job through stronger enforcement and administration. In answer to board charges that the present law hampers and retards the use of the new technical tools of discovery, Palmer said that interpretations of the law by the United States suureme court down through the years has kept it . r, up to date. . . Construction of a 54,000-toaluminum reduction plant at The Dalles, Ore., by Harvey Machine Company of Torrance, Calif., has been approved by the defense production administration, it was announced recently. The big new facility will include an ore treatment plant for converting bauxite ore into alumina: The reduction plant will cost an estimated $35,000,-00- 0 and the plant about $20,000,000. In addition the company will spend some $7,000,000 on bauxite mining in South America: The DPA has allocated 40,000 kw. of firm power, 20,000 kw. of junior firm power, and kw. of interruptible power to the new plant, to be available in 1954 when the plaqt is scheduled for completion. Officials of Bonneville Power administration said no shortage of power for the new facility is anticipated because added capacity will be available before it is completed. However, should an unforseen shortage of hydroelectric power compel a switch to steam facilities, the Harvey firm has agreed to share in the cost of the steam plant The company also plans to build pilot plant facilities, y near Salem, Ore., for experimenting with recovery of aluminum from the alumina clays found in abundance in Washington and Idaho.
