DECEMBER 18. 1931. SILVER AND POLITICS. In the fiual analysis there is not enough basic different" between the Smoot and Dill silver bills now before the seikC to warrant the opposition which is developing. Both would authorize acceptance of silver in payment of war debts from foreign countries. Senator Smoot would accept it at the average price prevailing in the United States for the second calendar month preceding date of payment; while Senator Dill asks that silver be accepted only on condition that the debtor nations establish silver as a money metal. The outstanding criticism of the Dill provision is that it is impossible of accomplishment at the present time and under existing conditions. In view of President Hoover's assurance to France that the United States would uphold the gold standard, it would seem to be a certainty that the Dill measure cannot be expected to draw support of the administration. Furthermore monetization of silver by European debtor nations would take considerable time-ti- me that the world cannot spare in its present financial crisis if it can be accomplished at all at the present time. The Smoot bill will, on the other hand, accomplish the same results in the end as the Dill proposal and the support of the administration and the international bankers may reasonably be expected. The Smoot bill contains real dynamite but it is so simple that is is not obvious upon first consideration. In its very simplicity lies much of its merit. It may be expected to accomplish this: Take much of. the strain away from gold: furnish practically an unlimited market by the creation of a new demand for ailver; remove all surplus silver from the market by withdrawing the huge Indian government stocks of silver as a threat from the market; make it possible for Germany and other debtor nations to acquire silver for debt payments through normal trade channels from China and other silver-usin- g nations; raise the price of silver to its natural ratio with gold, thereby increasing the purchasing power in world markets of more than 600,000,000 people.
