Reed Welch, consultant, engineer and ore buyer for American Smelting and Refining Company, testified briefly to show how ore shipments from small independent operators have dwindled almost to nothing under current policies. : J. Will Knight of Provo and George Watson of Alta were among the final witnesses, both protesting the red tape Involvement and the difficulty of operate Jng small mines, particularly in developing them. "The Washington officials seem .to know nothing of the mining industry," Mr. Watson protested. "They do not ever seem to realize that when a ton of ore Is taken out of the ground it is 'gone forever and they go on taxing mines as they do other types of industry which do not have this factor. Senator Scrugham promised . -- par-ticular- ly every effort to aid the small mining men and. in an opening Statement showed that his committees, policies wefe along lines desired by the mining men. Senator Scrugham outlined a seven-poin- t declaration of policy formulated by the committee, which included a definite plan to continue operation on small-scal- e and marginal ore deposits. The policy declaration' was ' recently submitted to Donald M. Nelson, head of the War Production Board, for comment, and Mr. Nelson agreed that full uses must be made of small and mar ginal ore deposits, subject1 to their producing a return in strategic metals of sufficient importance to warrant the use of critical materials and manpower to work them. Jeffers over rubber, may soon be appointed as a major step toward solving the! critical problem of supplying strategic metals for war industry. . Seek Solution "This subcommittee . on the mining and mineral industry was created for the .purpose of determining the difficulties of this problem and, in so far as practical, recommending the cure," Senator Scrugham said in an opening statement. A cure may possibly .be in the form of legislation leading to the appointment of an over-al- l coordinator, or 'war minerals director. Excerpts from Senator Scrag hams remarks follow: AS a tentative declaration of policy, this' committee suggests the following, the merits of which it will investigate through the medium of these present hearings and a series of field bearings now scheduled; "(l)The obtaining of the required. amounts of metals and minerals is. a production task that calls for type of production planning and scheduling as that which is necessary to the production of the weapons of war themselves. "(2) In the computation of wartime requirements for essential metals and minerals,' full provisions must be made for the possibility of a: long war and for the necessity of building tip adequate stockpiles.' A definite plan should be devised for the continuation of such stockpiles in the hands of the Government after the. war as insurance against dumping and against future . the-sam- . . emergencies. (3) To conserve shipping and ' to guard against . interference with the Nations metals and minerals supply through the shipping losses that are inevitable-itime of war, the wartime production of essential metals and minerals must be planned and conducted with a view toward the fullest utilization of domestic sources of production. ; "(4) In the wartime production of essential minerals and metals tlie' fullest possible use must be made of small and marginal ore deposits. "(5) The computation of wartime : requirements . for essential minerals and metals and the production of such minerals and metals must-bfully, integrated with the Nations program ofex pandlng manufacturing facilities. "(6) The planning and formulation of a program for the wartime production of essential minerals and metals must include the determination of the proper prices to be established on all metals and minerals, to encourage maximum output. "(7) The planning and formula tlon of a program. for the wartime production of essential minerals and metals must include the provision of the manpower needed to operate the mines and fabricating plants.
