TAYLORSVILLE. Nomination procedures that will lead to election of Taylorsville-Bennio- n Community Council members were clarified by an officer of the organization this week. Deadline Near Nomination of council members will be accepted from the floor during a council meeting on Aug. 22, but - Garfield Reunion Is 31st not at the council session on Sept. 26. That was the clarification made this week by Mahonri Faber, vice chairman of the council. As a result of a new ordinance passed by the County Commission earlier this year, community coun- cils throughout the county will have a common annual election date - the last Thursday in September (the 26th). five counIn Taylorsville-Benniocil seats will be up for election, two from each community and one post. As required by the new ordinance, nominations will be accepted until 30 days before the election. MAGNA. Last year the decision was made, after a study and a suggestion by the legislative auditor, to contract out to private companies, several state highway maintenance jobs, as well as snow plowing. During 1985 much of this has been done on maintenance and a sizeable savings has been effected for the taxpayer. As an example, the Utah Department of transportation opened bids last week on a maintenance project to repair the beam ends on Interstate 15 bridges over 4800 South, 5900 South and 6400 South. The low bid for the projects was $23,529, well below the official engineers estimate of $38,000. If this was a reliable bid, it will mean a savings of $14,500 to the taxpayers. That is 38 percent. Privatization is being talked about at all levels of government across the nation. Several states are start- tag to contract out cr.aL,tbeirJ, prisoners. The Federal Government ' is starting to contract its maintenance work on several of its buildings. The Feds have also gotten into contracting several correctional facilities. With the growth in demands for services all governmental entities are experiencing and the resistance for increases in taxes by the taxpayers, something has to be done to offset the massive costs of government. Private contracting on competitive bid appears to be one of the most viable alternatives. The free market system has a built-i- n method of selfverification and for this it is one of the cornerstones of our American society. I was dissappointed to see the West Valley City Council take the first step toward reversing two contracted services that were initiated street maintenance and in 1980 snow plowing. If this first decision is carried through as the final determination, it will mean the building of a new department, complete with equipment and facilities to service it. The West Valley City Council, since its Inception, has proven to be very responsive to the citizens and has insisted on a fairly tight budget. To reverse the policy of contracted services appears to me to be directly opposite to what the rest of the country is moving to, as well as what the voters in the city intended. - ' S4 - The fuse is lit for explosive savings.
