Show Tax Measures To Be Debated Thursday, Jan. WEST VALLEY View 5 7, 1982 Budget Session Of State Legislature To Convene On Monday SALT LAKE. Several tax measures are likely to be subjected to considerable debate by state lawmakers convening for the semiannual budget session here Mon- Legislature. The governor has proposed a $1.85 billion operations budget state departments and programs - along with a $243 million capital budget. The latter involves development and improvement of existing and new state facilities, including buildings, highways and parks. The sales tax redistribution question sparked lively debate at the last general legislative session. Cities with strong commercial day. An altered sales tax distribution formula, a severance tax on coal and a cigarette tax are among items which probably will be scrutinized extensively by state legislators, lobbyists and the press during the session. Gov. Scott M. Matheson is scheduled to address Senators and in the House Representatives chambers at 11 a.m. Monday.
