Six planning districts were established Thursday to facilitate development of a revised comprehensive master plan here. Defining planning districts is the first step in what could be the lengthy process of drafting a detailed plan addressing those factors and services which influence the quality of life in this city, long range planner John Janson said Tuesday. Boundaries of the three existing community councils -- Red-woo- , Granger-Hunter- and Hunter the framework of the plan, with a line running down 3500 South dividing the city into six planning districts. Optimistically, the process should take about a year to complete, said Janson, who is coordinating the project in conjunction with the City Planning Commission and the planning staff. But, he noted, many quality master plans have taken anywhere from one to five years to draft. Among subjects to be evaluated in the master plan are population growth, transportation systems, commercial and industrial development, housing, population density, parks and recreation acreage, the citys tax stricture, institutional pro- perty holdings (by churches, schools, governments), physical and man- made hazards, sewer and water prospects and use of energy in the city, Janson said. The master plan will look at the present status of these topics, the pressures which will be placed on them by seemingly inevitable growth, and means of channeling this growth in a positive direction, he added. con- Anticipating siderable growth, Janson said the master plan was being designed to allow current and future city leaders to really take a look at whats there and to help them make transitions as smooth as possible. as starting points since those organizations are functioning and seem representative of areas, Janson said. Dividing those areas in half along 3500 South will provide more compact districts with similar interests and will make it easier to accumulate the volumes of data needed for the master plan, Janson said.
