Most of the revenue that comes to the division is derived from licenses and permits, although small portions come from the general fund and federal aid. Of all the expenditures of the division, only 2.3 percent of the total budget is used in the mane agement of animals, fish and birds, but according to a study by the Utah State University, almost an equal number of days are spent by individuals on uses of Utah wildlife as are spent on game wild- life. We all enjoy, to some degree, having these non-gam- , non-gam- animals e around when we are outdoors, whether in our backyards, the forests, or on the desert. Approximately 80 percent of Utahs wildlife falls in the category of but, as you can see, most of the divisions budget goes to non-gam- administer game animals, and rightly so. The division, in the past, has had little money to work with, but has put it to good use in animals with declining populations in certain areas, as well as rehabilitate and give veterinary care to wounded eagles and other birds of prey. Many of the species of animals that have a declining population are types that are necessary in keeping the balance of nature by controlling pesty insects and other smaller animals, and one of the chief reasons for their declining numbers is that we humans are occupying more of their habitat all the time. The year 1981 will be the first year of the Non Game Tax Check-of- f on our state income tax returns. The program, passed by the 1980 Legislature, will give our state some extra funds to help nurture the more than 625 species of e animals. It will give residents of Utah the opportunity to donate money to the very use they desire, much the same as hunters and fishermen give their license fees to help manage the game animals. The state of Colorado, three years ago, adopted such a program and in 1979 raised several hundred thousand dollars to help fure ther management. Some of the animals needing help right now are the perigrine falcon, the western bluebird, the burrowing owl, the white pelican, the ibis, river otter and the fisher.
