Show 9 WEST VALLEY vim Thursday, June 17, 1982 Mayors , County Working For Solution - Meetings Moving Toward Resolution Of Volatile,Valley Issue - Annexation -- SALT LAKE. Meetings between the valleys mayors and the County Commission during the week are being seen as the first steps toward resolving annexation problems here and bringing about the cities concept. Following meetings last Wednesday and Friday between mayors and county commissioners, both Mayors LaRell Muir of Murray and Jerry Maloney of West Valley said considerable progress had been made in developing an approach acceptable to both the cities and the county to solving the volatile annexation problem. While a general agreement appears to have been reached, more meetings will be needed to iron out details of the complex issue. The first of those will take place today (Thursday) when several mayors, including those from West Valley, Murray and West Jordan, will meet to discuss the status of unincorporated areas included in the annexation policy declarations of more than one city. Muir said yesterday (Wednesday) the talks had cleared up many of the problems associated with the annexation issue which sparked the Lake Valley City incorporation attempt and statements by some county officials that legislative help would be sought to place a moratorium on annexations in Salt Lake County. But, following Fridays meeting, a joint statement issued by the mayors and county commissioners laid to rest the idea of the county approaching the legislature, which wall-to-wa- ll begins its special session tomorrow, for a moratorium. The statement also noted that individual municipalities, during the next 30 to 60 days, will be meeting to resolve differences in their in- wall-to-wa- employes wall-to-wa- synonymous wall-to-wa- ll problem as with a move toward cities. This is the first step that has given me some hope of pushing on to cities. It may not be just existing cities, but some new cities . . . and maybe some wall-to-wa- ll areas remaining unincorporated, he said. Muir praised County Commissioner Mike Stewart for initiating the talks, particularly since he views the meetings as reflecting a major concession by the county, which previously had fought the cities concept. Mike (Stewart) gave the im wall-to-wa- ll to. Maloney said Tuesday that he had never before attended a session in which so much positive work had been accomplished. A lot of good came out of it, he said, referring to Fridays meeting at Alta. Somebody said he didnt think you could get 12 mayors and three county commissioners in a meeting for four hours and walk out smiling. But we did. whose jobs are ll ditions. Muir stressed that uppermost in our (mayors and commis graduate Bona Bray Dalton is on exhibit in (kc Pimufet . . . with an eye for the ttle thmqs n the annexation ll eliminated by annexations of unincorporated land, Muir said. He said the change in the countys point of view indicates a growing acceptance of the idea that cities may be the best alternative to current political con- dividual annexation policy declarations, meaning that overlapping areas will be eliminated. A third key point of the statement, Muir said yesterday, was the right of unincorporated area residents to determine their own future in terms of incorporating, annexing to a neighboring city or remaining unincorporated. This was aimed particularly at mollifying the concerns of residents of Taylorsville-Bennioand Union, communities included in at least two municipalities annexation policy declarations and areas in which incorporation has been discussed. Muir said he sees resolution of sioners) minds is what the people want. The majority rules.
