Much of the activity at West Valley City Hall goes through the administrative staff headed by City Manager John Newman, seen here with, from left, City Recorder Continued from page Kathy Kaumans, Assistant City Manager Karen Leftwich, and Jan Trueblood, administrative West Valley City Hall 1 planned on 3600 West. Three years worth of ideas have been put down on paper - some of -- -- -- con-jeste- earlier than anticipated traffic crunch periods. Concern over the post office across the street are unwarranted, Moore explained, because a new structure to house the U.S. Postal Service is being built at 4400 W. 3500 South and will be in operation long before city government offices move into City Hall. The Public Works Department has also commented favorably on the grading and drainage for the site, Moore added. The building has also been designed to accommodate future expansion if the time ever comes that the city outgrows the new structure, noted Jan Trueblood, administrative assistant. I havent been in on all the discussions, but as the city grows, the expectation is that we can go up another two stories if it becomes necessary, she pointed out, adding that considerable area still exists west of the building site for a future west wing if the need arises. MAGNA. An ancient Chinese proverb says the journey of a thousand miles begins with but a single step so it is with the Magna Redevelopment Agency. Although the mills of the bureaucracy grind slow, the project is now on the second step toward revitalizing the old part of town which is still the political hub of the community. According to Clair Hardman, county planner who is working on the organizational aspect of the redevelopment project, there is progress being made not only within the agency, but in supportive kinds of things that will strengthen the redevelopment concept. It is our intention to bring in new types of things into the downtown area, rather than relocate what is already there, Hardman said, and the Flangas Crossing development at 2700 South and 8400 West could well be the catalyst that will lend impetus to the project. Hardman pointed out that the development in that area is a little like adding the missing part to a dumbbell. On one hand there is the Arbor Park commerical and industrial development on the south end of the community tied to the northwest end by 8400 West. Development on 2700 South will become the missing end of the dumbbell and will lend balance to the commercial climate, Hardman said. Hardman went on to say that contrary to what people have been led to believe, the redevelopment area is still alive and well, although not in a commercial sense. Most of the municipal and civic services are still located in that district. the County Sheriffs substation, the County Fire Department, the U. S. Post Office, the Magna Water and Sewer Improvement District office and the Magna Senior Citizen Center, where the Magna Community Council holds its meetings. In addition, there is the Magna Recreation Center, the Copper Golf Club, the Magna Mosquito Abatement, the Masonic Lodge, the Magna Times Newspaper office, the Magna Lions club, the VFW Post home and the Open Door Baptist church. Currently the State Liquor Store is sttll in the old part of town, where all businesses the other alcohol-relateare located. It is the intention of the Magna Community Council and the RDA for it to remain in that location to avoid having bars and lounges spreading out into the residential area. Hardman noted that most of the installations that are still located on 2700 South are destination trips, lending sustenance to whatever commercial development that may result in the future. The time has long since passed when any community can afford to throw away a whole section of their land because they think that it is no longer viable, he said. Instead, they need to stand back and take a look at other kinds of uses. Redevelopment on 2700 South provides an opportunity to create the goods and services that people need that are compatible with the development in the southern part of town, not in direct competition, he added. Hardman went on to say that other kinds of things are lending support to revitalizing the old part of town, including flood control projects that are about to be done in the business area, including One of the problems in the redevelopment area is that there is a real drainage problem north of 3100 South, and the small project on the west side of town will help correct that, he said, as well as one on the east end which will be done in conjunction with the state highway department. He also linked the new master plan with redevelopment, noting that the master plan would conform with the long range goals spelled out by the County Planning Commission. We hope to be able to get the master plan drafted without personal interests being involved, d because personal and public interests are two different things, he said, and we have been working closely with a committee from the Magna Community Council to accomplish that end. Although members of the County Commission have exchanged portfolios since the Redevelopment Agency was set into motion last year, Commissioner Tom Shimizu expressed total commitment to promoting the RDA. We are going forward with the project, he said, and we are hoping to be able to tie in the south shore properties with the Magna area. Shimizu said the county intends to have signs on the freeway alerting tourists to the Magna business loop, and reroute some of the traffic on to Magna. There is a need to promote detour facilities here that would appeal to the tourist trade, noting that the Flangas Crossing Center, which will be coming on line soon, could well be the means of opening the area on the west end to new uses.
