A city of Union, on the other hand, would have a tax base that is about six percent higher than the Lake Valley City area. All such incorporation proposals and annexations in unincorporated Salt Lake County are on hold until the Lake Valley City election is conducted on May 11. The report, the findings of which were referred to in last weeks Green Sheet, was completed by William S. Callaghan, executive secretary of the Lake Valley City study committee, in response to a request by the County Commis- and Union. revenue sources, he states, would modify our conclusions slightly, but probably not significantly. Sales tax income for each of the areas was determined with the assistance of local community councils, while property tax assessed valuation was found by researching data on the composite tax districts of each proposed entity, Callaghan said. Kearns, with a population of 23,605, was described by the report as a rapidly growing residential community which, aside from the Hercules industrial complex, has relatively little commercial tax base. Its lack of retail sales outlets is reflected in its low sales tax base A city government would have to be supported largely by property taxes.
