Show WEEKLY REFLEX DAVIS NEWS JOURNAL. APRIL 6. 1978 Davis Board Of Health Considering J' Regulations On County Septic Tanks administrators are not trying to attack developers, but find ByROSELYN KIRK - FARMINGTON A review process which could cut down the number of septic tanks approved in the county was recommended to the Davis County Health Board on Tuesday. THE BOARD acted to appoint Stanley Green as chairman of a committee to study the proposed ordinance, which spells out the review process required before septic tanks are allowed. This would encourage developers to connect to sewer lines, health administrators said. According to Richard Harvey, environmental health director, "It's ridiculous to put in septic tanks where there are sewer lines. We need to get away from septic tanks completely. He pointed out that the county area is compact and, with the expansion, the development can now support the proper development of sewer lines. MR. HARVEY said health administrators plan to even- tually present the proposed ordinance governing waste water to the Council of that areas in West Farming-ton- , West Point, West Bountiful and northwest areas of the county near Hooper are being inundated with requests from subdividers to allow served by septic tanks rather than a sewer system. Mr. Harvey said the pressure is resulting in the county being nickeled and dimed into a community west of the tracks m Farmington." THE present system allows the developer to get in and out and make money before residents are finally forced to pay for a sewer in the development area, according to Mr. Harvey. The county is responding to cities needs in up regulatory setting specifications governing waste water. The State Division of which regulations Health now regulate septic tanks, need to be stiffened since the state or- dinance uses language and are very general in nature, according to Mr. Harvey. Governments (COG). BOARD of Health members, Dee Packard and Bonnie Rae Mr. Harvey said if the development of sewers in subdivisions can be skirted by allowing septic tanks, the public will ultimately have to come in and bail the area out by taxing everyone to pay for sewers He pointed to the Mutton Hollow area as an example. Barlow questioned whether more strict regulations would increase the cost of homes. Mr. Packard said the county should be careful of adding costs. According to Mr. Harvey, the plan should result m a net saving to home owners since septic tanks must be replaced every two to six years. MR.
