Plans for Davjs County to form a county organization to administer federal manpower funds is being considered by providers of social services in Davis County and adminis-- ; tered by Richard Nelson, CE-Tdirector. MR. NELSON said he has met with the Utah State Office of Labor and Training and the staff of the Wasatch Front North Manpower Council in an effort to work out the proposal. Earlier Mr. Nelson and Commissioner Wendell Zaugg had suggested that Davis County withdraw from a tricounty Manpower agency which administers CETA (Comprehensive Employment and Training Act) funds in Weber, Davis and Morgan counties. !! MR. NELSON said one reason for the split is that Davis County CETA training centers feel that they dont get a fai r share of the money that is earmarked to provide training to those who qualify. In an attempt to set up the separate program in Davis County, Mr. Nelson said he has talked with Job Service, the training needs of those who are attempting to qualify for CETA funds, and with the Davis County School District Vocational School which provides the training. In both cases, these agencies seemed to favor the change, Mr. Nelson said provided that the county does not lose .the funding. OAKEY told Davis County Commissioners that Davis is only one of the four counties in Utah that have not been designated. The county has until Dec. 31 to follow the guidelines, which will require the writing of a plan. The designation is important, Mr. Oakey said, because without it, Davis County will not be able to apply Tor any EDA grants. Last year Bountiful received a grant through the public works act, administered through EDA, to construct a city hall. C.E. COMMISSIONER Moss said the county will need advice on how to get organized on a county level and set up the committee that will be required. This committee a policy will develop document. Mr. Oakey said the state EDA office could provide help in setting up the committee and in writing the plan.
