West for construction of an orthodontist facility COUNCILMAN Gerald Heaton, who oversees Clearfield Planning Commission activity, said that body had forwarded the zoning request with a favorable recommendation and said a PA or professional building zone is "normally a good transition between churches and residences. But in a third rezoning request that would have allowed for construction of a multiple-uni- t dwelling, such as a fourplex, the council denied approval, saying the . location was not gixid for such development. AT ISSUE was a request from Donald Ntederhauser to rezone property at 221 West MO North, 790 North 250 West. 7H9 North 250 West and 7H0 to North 250 West from R 4. The change would allow high density construction of a R-- 2 fourplex or eight family unit, for instance, Mr, Niederhauser is the owner of pnjjx-rtat 221 West HOO North and he told the council, "I want to upgrade the area. There's a small home on it now but I'd like to build a nice four plex and probably keep it out selves." ProjxTty lo the west is zoned and Sunset also has R-- designated zoning urross the street, he told the council. AMONG ITEMS to be dis- cussed are personnel ap- pointments of an information officer and assistant principal at Kaysville Junior High, new staff members joining the system for the year, 1978-7- 9 and signing of a resolution for the $5 million anticipation notes approved at the last board meeting At 3:30 p.m., a meeting of the Davis County Vocational District will convene with items to include discussion of building proposals for the vocational center, says Deputy Supt. Lawrence E. Welling. THE PUBLIC is invited, tb Posing opposition to the plan, however, was Jay Cox, whose mother, Nora Cox, lives in a house at 201 West 800 North, just east of the lot in question. MR. COX driveway is feet from his 81 year-olmother's bedroom window. "It would rob her of her petue of mind, he said, with all of the traffic created by such a development. "The property was never intended for that use." In his response, Mr. Niederhauser said he didn't d CITING FIVE reasons against the proposed zoning change he said, "Ihe property sits smack dab in the middle of a single family I here are unit neighborhood over :m homes with only one duplex and one fourplex in Ihe whole neighbor hixtd " want to build a on the site, originally, but was told by City Building Inspector Carl Jensen that another home could not be built "Ihe properly is already zoned and contains one small bru k unit that has been constantly occupied since it was built in 1917 or 1948 The balance of ihe sue is ideally suited for a single family home, Mr. Cox said. "It's 17,764 separate structures. Also opposing the change was Robert C. Kay of 165 West 750 North who said, "You Just can't get good renters. I've had five years of experience with renters on my part and people who rent don't care. I jive behind her (Mrs. Cox), and it degrades my property (to have one-hal- man Neldon Hamblin. I FOUND their city council is really responsive to park needs and theyre seeking quality development for the town," he says, adding that improvements at Gailey Park were recently dedicated and, city ball diamonds are being, expanded along with development of another park with tennis courts and a playground area. But Mr. Carter outlined park proposals for nearly every city in the county. In Layton, work is moving ahead on a final phase for the Layton Commons. In Centerville, work is progressing on a park adjacent to the city hall, with more than $100,000 slated for park projects. He says a park on 700 East m that city "has a tremendous in change topography with the park on the hillside. That will be beautiful. playground and THE NEARLY 200 acre park will be probably the first in the county to make use of varieties in topography and landscaping, Mr. Carter says, with most parks already developed ignoring such possibilities. I feel there are some big gaps in areas such as in the design where I think theres a little bit lacking. Its not inviting to sit in a flat space. Theres too much emphasis on ballfields and not enough on a combination of development althqugh it's cheaper to just develop a field. Water is never thought of as far as a park," he says. I dont think cities, except Clinton, use dual development m park development. In Clinton they are developing storm water retention basins as parks. Citing the Kaysville park as "a new concept, Mr. Carter says Its so large that people will be able to take advantage of it in a lot of ways with IN CLEARFIELD, a park 300 North 1000 planned at West will be "designed to a church and complement school with multiple-us- e potential, Mr. Carter says. West Bountiful is developing another park", as is Syracuse and West Point is continuing work on a park. e PARKS PROVIDE recreation for most while proving to be a target for vandals, however, Mr. Carter says. "There's still a lot of vandalism at Davis County Memorial Park. Several bags of cement were dumped into the creek, vandals broke out nearly all lights and theyve tried to burn a new bridge. He says restrooms destroyed more than a year ago, wont be rebuilt due to cost and secluded location inviting vandalism. But he adds that use of the park is heavy.'
