By ROSELYN KIRK - FARMINGTON Davis Commissioners County agreed to endorse a letter to the Public Service Commission (PSC) requesting that vehicles (or transportation of disabled adults and children be allowed to operate in Davis County. DON WORTLEY, president of Rehabilitation Management Incorporated, said he was looking for support from the county in the request to the PSC. IIis company would contract with the state for Title 19 money or for handicapped money from the school district to transport the wheelchair disabled. The company has the authority to pick up the handicapped and transport them in Salt Lake County, but when they attempted to extend their operation into skill care centers in Bountiful and Clearfield, they found they did not have the needed authorization from PSC. MR. WORTLEY said he did not need the permission of the county commission but only their blessing. The company will also obtain letters of approval from nursing home operators and the hospitals to submit to the PSC, he said. Commissioner Flint questioned whether the smaller units, which can transport a maximum of six wheelchair Sunset City : Duns Overnight Periling on the street for more than one hour between the hours of 2 and 7 a m THIS RESULTED in several citations to motorists visiting relatives in the city or residents who for some reason parked on the street instead of in their drivtway, the mayor noted grb e MR. WORTLEY said he had UTA officials, who THE COUNCIL decided to new city ordinance only between 2 and 6 a m. rather than from 2 until met with enforce the were interested in seeing what services can be provided by smaller vans. He said that UTA buses cannot meet the 7 am. Under the new ordinance, which went into effect July police were instructed to needs of the handicapped, even with wheelchair lifts, since a wheelchair handicapped cant negotiate the overnight parking curbs even if they are able to get on and off the buses. The service would be available on an eight hour basis if approved. The vehicle proposed falls somewhere inbetween an ambulance service and UTA bus service, he said. Passengers in wheelchairs are tied securely into the van. The service is essential to nursing homes. If the handicapped person lives at home, transportation is also difficult since the person must usually be taken out of the wheelchair when he is transported. lill ABOUT b childten CITY RFCORDLR Diane Moss noted that the group was pretty much in favor of keeping the town rural, with only a moderate residential growth officials say several of developers have expressed a desire to build subdivisions and have asked the council to approve rezon-mof a number of multi-acrlot s being considered for residential subdivisions ( it v 150 groups one persons citys estimated total population almost Davis County Attorney AflSViER IS EDUCATION By ROSELYN KIRK By ROSELYN KIRK Lawrence, Centerville; and Grant Harvey Brough, Kays-villwould be ineligible to run since those cities presently have city or justice of the peace courts. FARMINGTON Utah rates next to California as the state with the greatest number of reported quakery and health fraud cases per capita according to Davis MR. ANDERSON, who lives in Bountiful, would also not be placed on the ballot m that city since the ruling specifies that residents of a city with a city court could not vote for the county precinct justice position. Mr. Walker said he had questioned at first whether Mr. Anderson could file for the position, but then advised him to file, saying the county would investigate the law. THE UTAH Medical Association has formed the Unproven Health Piaetices Committee which will work through local health departments to educate the public about unproven health practices, hoping to cut down the number of reported cases. Bountiful physicians Glen Griffin and David Scott, as well as Dr. Johns serve on the committee. Dr. Johns said the committee will investigate reports of unproven health practices by licensed practitioners, naturopaths, osteopaths or the Palmer School of Chiropractic who are diagnosing and treating patients in areas of medicine where they do not have expertise e, - FARMINGTON County Attorney Milton J. Hess is investigating whether four of the five candidates who have filed for justice of the peace in the Davis County Precinct Court are eligible to run for that post. COUNTY CLERK Rodney Walker has asked the county attorney to investigate the possibility that only incum- bent Justice John D. Stewart, Fruit Heights, is eligible to run. Mr. Walker said the Utah Attorney Generals Office had said in an opinion to a similar question, which was requested by Sevier County, that if there is a city court or a city justice of the peace that no candidate from those cities can seek the county justice position. THIS WOULD mean that only candidates from the unincorporated areas of the county, in addition to West Point, Fruit Heights and possibly East Layton are eligible to file for the county justice of the peace, Mr. Walker said. If this ruling holds, candidates Dean 0. Anderson, Bountiful, Ralph Peckham, West Bountiful; Thomas A. ACCORDING TO Mr. Walker, he has questioned filing requirements because during the 1974 election year it had been determined that Layton residents, who have a city judge, could not vote for the county justice of the peace. Mr. Hess will continue to review the Attorney Generals opinion and do some research on his own before advising the clerks office on the eligibility of the candidates, Mr. Walker said. Since the new circuit courts have the same jurisdiction as the city courts, the ruling could stand. Receives 20 Year Service Pin xperienc z&mm Alan Simmons - Cheril H. ACCORDING TO Dr. Johns, statistics on unproven health practices are reported to the Department of Business Regulations or the Utah State Division of Health Often the case of licensed practitioners, such cases involve the prescription of vitamin shots, the use of unproven diets or the excessive use of hormone therapy. Some weight control plans are prescribed by practitioners using a hoimone derived from pregnant females for weight control, he said. According to Dr. Johns, although the Utah Medical Society is concerned with practitioners who are reported and screens all complaints, the real effort of the committee is in the educational area The lack of professional information causes people who are desperate to try some of the cures, he said PEOPLE WHO are either frustrated with the medical treatment they are receiving or who have a terminal illness are influenced by frauds Elderly people are prone to accept cures for diseases of the elderly such as arthritis and cancer, he said. The costs can run into hundreds of dollars a month and often affect the people who are least able to pay One quackery device which had been obtained from the Weber County Attorneys Office had been used to demonstrate the fallibility of some treatment The treatment called for the rubbing of the apparatus up and down over the persons body. When sparks were emitted from the electrical device, that area of the body was the area of infection DR. JOHNS said that same appaiatus was also used as part of the treatment where the patient received therapy by the shooting of sparks into the body In combating this type of unproven health practice, some health departments show similar devices pointing out the absence of any medical reasons behind the treatment The Unproven Health Practices Committee is organizing a speakets bureau to inform people, warning them against quackery devices in medicine THE COMMITTEE also shows a film on unproven health practices and will soon have a sophisticated film strip dealing with unsound medical procedures. According to Dr. Johns, Some of the most educated people believe in home remedies. He said although there is some basis for herbal medicine, and root treatments, medical treatments by herbs should be certified by a physician Many of the treatments are not appropriate and THE UNPROVEN Health Practices Committee which has been organized for several years was formerly called the quackery committee The goals and objectives of the public relations aspect of that committee, m addition to the educational presentations, is to hear complaints, make preliminary investigations, and answer information requests. Dr, Johns said that Chiropractic has a place in the health field, but problems arise when practitioners do not realize their limitations in the treating area of disease. Chiropractors use a method of healing which relies on the removal of nerve interference by manual adjustment of the spine. In many cases appropriate referrals are not made to the physician. Dr Johns said the Palmer School of Chiropractic utilized the theory of manipulation of the spine to release pressures on the organs. THE THEORY, which is an unproven health practice according to Dr. Johns, held that reducing the pressure on the organ, such as to the heart or the kidney could cure tumors occurring in those organs He said that chiropractors are licensed by the state and within their field of training, have a place in the health field According to Dr. Johns, the biggest problem is naturopaths who prescribe diets to cure cancer and arthritis to those who seek out relief. The use of natural as grape food and natural diets-su- ch diets-a- re dangerous since the patient is delaying from finding an acceptable cure for his condition and is bilked out of money DR. JOHNS said there is nothing wrong with natural foods, but when prescribed as a cure for a disease, such diets can be dangerous There is one in medical association files where a boy with cancer was placed on a grape diet and died from an obstruction in the intestine. Another man with bleeding ulcers was placed on a natural diet for treatment, bled out, and was dead on arrival at the hospital it Del.
