APRIL 27, 1978 Planning Commission Works On Mew Ordinance Go. nr 1 m $ if - r- - FARMINGTON Davis County Planning Commission promised a committee representing 40 people in the North Salt Lake area they will force gravel pit operators to comply with existing ordinances and improve conditions in the area But they pointed out that the adoption of a new excavation ordinance will eliminate similar problems m the future. THE EXCAVATION ordinance could be approved by the planning commission and recommended fora public hearing as early as June 1 after input from gravel pit operators is obtained The ordinance, as proposed by the county, will establish a natural resources zone and will control theextraction of sand, gravel and other minerals in five gravel pits in the unincorporated areas of the county According to Joseph Moore, Davis County planner, the county hopes that Centerville, North Salt Lake, South Weber and Fruit Heights will also consider the adoption of the excavation ordinance to control gravel pit operations within their cities THE COUNTY must deal with three county areas which are presently being excavated One is east of East Layton where the Hall and Galley pit, encompassing the John Love property, is located The Centerville gravel site, which is presently being excavated by Parsons Asphalt Company, and three gravel sites in the North Salt Lake area-Fo- ss Lewis Sand and and Monroe Sand Gravel, under county and Gravel Products-a- re jurisdiction. The enforcement of the proposed ordinance would be left to the Davis County planning director who will inspect the sites to see they are in compliance with the ordinance. The county planners have been working on the ordinance for over a year and still will rewrite certain segments of the noise section of the ordinance prior to the meeting with the operators on June 1 Mr Moore said Salt Lake County has shown an interest in looking at the ordinance for -- v 4 is N X W I & possible adoption CENTRAL to the proposed ordinance is the concept that minerals such as sand and gravel must be excavated, but mining should be done in such a way to minimize undesirable effects on the surroundings The reclamation plan must include a description of the methods for a simultaneous reclamation of the site and a drawing of the final reclaimed site If the proposed gravel ordinance is adopted, any operator failing to comply would have to appear before the planning commission for a hearing, after which the commission could continue, revoke or modify the permit.
