The agency, commissioned by the Health, Education and Welfare (HEW) to set up a integrated health plan for Utah, has been at work for 16 months. DR. RUSSELL Williams, mental health administrator, Dr. Richard Johns, county health director and Davis County Commissioners Glen Flint and Wendell Zaugg said the two health systems boards are r.ot represented. The officials expressed disapproval to Richard Cross, chief of Community Education for the agency, who was in Davis County to talk about councils setting up and ask for a Health Systems Grant approval from Davis County Council of Governments (COG). sub-are- DR. Mr. Cross said it was not his decision, but that the governing board had said that Davis County must join with other counties along the front in naming members to the a advisory council. He asked COG to make that appointment to hurry along the planning process. suggested that originally sub-are- Commissioner Stanley Smoot had been offered the position currently held by Councilwoman Southwick, but declined since at that time he was a candidate for governor. Mr. Cross said the selection of the governing board was made from three names selected by the county commission. BASED ON the opposition to the plan, COG failed to make those appointments, but commissioned Mr. Cross to work with health authorities in Davis County and County Commissioners before a a council is appointed. Dr. Johns pointed out that sub-are- the health advisory board, the mental health advisory board, the social services council and county commissioners had all voted unanimously to go with a single agency for health planning that would represent only Davis County. CROSS MR. said he could not presume to act for the governor who makes the selection. Dr. Johns said the appointment to the governing board was made with little input from the county. Both Dr. Johns and Dr. Williams protested this arbitrary definition since they felt the health areas, which provide many services in Davis County, should have a representative on the board. Dr. Williams argued that the council has only one representative on the board who was aware of mental health problems.
