The Reflex is not prepared to make such an assertion, but it is evident to alt citizens of this county that the law, as it is administered in this county, is little short of a farce, belter calculated to foster petty crime among juveniles than to surpress it. - From time to time, during the past few months, personal complaints and written communications, concerning the lawless doings of juveniles have reached this office, and in every instance where the authors have requested publication,, they have objected to their names being signed. One of these communications has been recently received by The Reflex and is ' now before the writer. It is in the form of an open letter addressed to both civil and ecclesiastical authority in Davis county. It recites a number of petty crimes and burglaries which have recently been committed. It sets forth the fact that police officers apprehended the offenders, whom they with the goods in caught their posessipn, but up to this time no prosecution has followed. The letter appeals to those in authority to impart a very much needed lesson, now that such a good opjiortunity is furnished for such a lesson to be given. There is no doubt about the truth , of the chargees and yhe author signs the note which accompanied the letter, but as usual, and for apparently good reason, asks that the same be with-helSuch is the condition now existing in Davis county, and has ex- Isled to a marked degree for a .long time. ' Time and time again these juvenile young men have been reported to the juvenile officer and in several instances arrests' have been made by the peace officers and the offenders turned over to the juvenile officer, but so far as the writer can recall, no prosecutions have been made in the juvenile court. Within the past two weeks the ' I.. red-hand- ed d. juveniles have been quite active, especially along about Halloween. Cates were wrecked by horsemen,' fences destroyed, shelter stations damaged, the Kaysville tabernacle desecrated, the Salt Lake A Ogden tracks at Layton greased, girls chased by horsemen, a load of Jiay upset on the State highway and a general carnival of lawlessness and drinking indulged in. On Monday, November 1st, Mayor Sheffield of Kaysville, communicated with John Walsh, juvenile officer anJ a member of the State Industrial School Board, concerning the lawlessness on the streets of Kaysville Saturday and Sunday night. Mr. Walsh was informed that the mayor had the names of those complained of, and he promjsed to send an officer to take up the matter at once.- - Eighteen days fleer or Mr. Walsh have put in an appearance. 1erhaps it is just as well, when the record of the past is taken into consideration. So far as Kaysville City is concerned, the people feel capable of taking care of the situation, if opportunity offered, hut as the juvenile court the city adalone has jurisdiction ministration is powerless to act in the matter.
