Show May 6, 1975 Signpost Page 3 Not against President Council defeats move to limit vote by Tom Eckhardt News Editor A move to limit the power of the Chairman of the Executive Council was defeated Thursday by a 5-3 vote. The action took place as the Council was discussing the voting order for all resolutions. The proposed voting order listed the studentbody President as the last person to vote. No vote Neil West, Public Relations vice- president, said that a resolution passed by the Executive Council in Sept., 1973 took away voice and vote from the Council Chairman. That resolution made it illegal for the President to vote while he chaired the meeting. Rex Fraiser, who had passed the gavel, argued that the studentbody constitution gave the president voice and vote in all council matters and that a council resolution could not take it away. Go to Court "I'll take it to the Supreme Court if I have to," said Fraiser. Jeff Hoskins, student services vice president speaking in favor of the measure, said that the move was being interpreted as a move to strip the President of his New officers chosen for veterans group Ray Gibbons has been electred as President of the Weber State Veterans Association. As president, Gibbons said he will try to place a veterans representative on the. Executive Council. He has already gotten permission from the Council to move the Association's office from Promontory Towers to the Activities office in the Union Building. Gibbons feels the new office will be more available to the veterans on campus. There are presently more than 3,100 veterans enrolled at Weber State College. Because veterans are such a large percentage of Weber's enrollment, Gibbons thinks that they deserve more representation. Gibbons indicated that the veterans organization would be more active than it has been in the past. He also said that he wanted to change the image of the veteran on campus. "We're not a bunch of radicals ... we're here to go to school like everybody else," said Gibbons. The other officers for next year will be Robert Jepperson, senior vice president; David GAUTHRIE, VICE PRESIDENT: Randy Cheeney, treasurer; Jan Hunsaker, secretary; and Al Merendino, master-at-arms. t i vote. "That is wrong," said Hoskins, "the President can have voice and vote anytime he wants, as long as he passes the gavel." During the hour long debate, Hoskins and West repeatedly made the point that the measure was not against the President, but was directed to whomever was chairing the meeting. They repeatedly pointed out that having a chairman with both voice and vote could lead to improper handling of meetings and influencing undecided members of the Council. The argument fell on deaf ears. No power Frasier and Jon Bingham, the main speakers against the motion, interpreted the motion as a move to strip the President of his power. They would not buy the .argument that the President would be able to pass the gavel at anytime he felt it necessary to speak and vote. Dave Rich, Coordinator of Student Government, said that the 1973 resolution was passed by a , council that had a lot of animosity against the President and wanted to see presidential authority limited. Rich also felt that it was important that the studentbody President be able to vote on issues. "If we accept this proposal, the students will never know how the studentbody President voted on an issue. I think it is important that the students know how the President stands on matters before the Council." Surprise vote West, who originally introduced the measure as an amendment to the resolution on voting, was rather surprised with Rich talking against the motion. "I thought we had Dave's vote on this before' we went in. I thought we had at least 4 votes," said West. Kyle Mattson, who was elected as next year's ASWSC President, voted against the measure but. stayed out of the debate. Although the move died this time, the issue is not dead and gone at Weber. There is some speculation that the measure will appear on the agenda of next year's Council. Above all.Jts a love story.
