Energy crisis brings mixed response throughout world Compiled from U.P.I, releases ALGIERS Arab leaders meeting in Algiers have decided to ease the oil embargo on Japan and the Philippines leaving only the United States and the Netherlands under total embargo. A spokesman for the group said Japan and the Philippines have been exempted from further cutbacks until 1974 because of what he called their support of Arab rights. The Arab nations plan another 5 percent production cut for December. Assistant Utah Attorney General Mark Madsen has told Governor Calvin Rampton that he cannot lower speed limits on Utah highways unless President Nixon declares a state of emergency. Madsen said that Utah law gives the Governor the emergency powers to change speed limits only in time of war or if there is a declared national emergency. Governor Rampton has indicated that he will abide by the law but as soon as he received a clear directive from the President he would lower maximum speeds to whatever level Nixon suggested. WASHINGTON The Senate Interior Committee has accepted an amendment proposed by Utah Sen. Frank Moss to an energy development bill. The amendment would provide subsidies for private industries doing research into energy sources. The amendment was to a bill introduced by Sen. Henry Jackson of Washington. WASHINGTON Interior Secretary Rogers Morton, in a news conference, announced his decision to lease 6 tracts in Utah, Colorado and Wyoming for prototype oil shale mining and processing facilities. Said Morton, "I recognize that estimates of future demand are uncertain, but our best estimates and the course of recent events affecting our energy supply leave no doubt that in the years ahead we must place greater reliance on new domestic sources of petroleum. ' ' He also added that dependence on foreign supplies of energy "make it imperative that we explore expeditiously all of our promising alternative energy supplies." Washington officials say if all goes well, by 1980, the six plants built by the private industries will produce a total of 250,000 barrels of crude oil a day. SALT LAKE CITY The University of Utah has begun an energy conservation program. U of U President David Gardner has ordered a standard temperature of 68 degrees in all buildings except for health centers. Gardner also ordered reductions of speed to 50 miles per hour, except for emergencies. Exterior lighting at the school will be cut in all aspects except for safety and security measures. The use of hot water, ventilating systems and interior heating were also expected to be cutback. . The Air Transport Association says the fuel shortage will have a devastating impact on the airline industry as the government plans to divert oil production from civilian uses to military needs. United Airlines has announced that it will lay off about 1000 workers and eliminate 100 daily flights in January because of the fuel shortage. Ozark Airlines has also announced a 7 percent cutback by tomorrow with more to come in January .
