Show U U proposed constitution PREAMBLE We, the Associated Students of Weber State College, accept the responsibilities of joint effort involving administration, faculty and students in our campus community. Shared responsibility in the formulation of policies and actions, requires that students have the responsibility for regulating their own affairs and a major voice in the formulating of policy at all levels of the college. We, therefore, establish this constitution in order to ensure an effective system of self government to act as both agent and servant to all members of the student community; to enhance cooperation between students, administration, faculty and staff; to ingenerate positive change; to promote academic and social activities and, to provide other services to students not found through any other agency. ARTICLE I Section 1. All students enrolled at Weber State College having paid the student activity fee for that quarter, shall be considered members of the student community to be known as the Associated Students of Weber State College, hereafter referred toasASWSC. Section 2. The members of ASWSC shall be subject to the provisions of and entitled to all rights and privileges of this Constitution. ARTICLE II Officers and Structure Section 1. The officers of the Associated Students shall be elected annually by the membership. These officers shall be: President, Academic Vice President, Activities Vice President, Communications Vice President, Financial Vice President, Public Relations Vice President and Student Services Vice President. Section 2. The Associated Students shall function through the Executive Council, the Supreme Court, and their respective committees, boards, and bureaus, whose areas of responsibility and action are designated and delineated in their respective charters. ARTICLE III Duties and Responsibilities of the Officers Section 1. The duties and responsibilities of all officers of ASWSC, the committees, boards and bureaus shall be delineated in their respective charter. Section 2. Charters shall be submitted to the Executive Council for approval and-or amendment. The Executive Council shall take authoritative action regarding charters by a two-thirds majority vote. ndumn ARTICLE IV Executive Council Section 1. The Executive Council shall administer the affairs of the Associated Students. It shall legislate, enforce and put into operation all statutes necessary to the effective functioning of the Associated Students. Section 2. The Executive Council shall consist of the following: a) The President, Academic Vice President, Activities Vice President, Communications Vice President, Financial Vice President, Public Relations Vice President and Student Services Vice President. b) The Dean of Students c) The Coordinator of Student Government d) All members shall serve with voice and vote, except the Dean of Students who shall serve with voice only. Section 3. The duties and responsibilities of the Executive Council are: a) The President shall serve as chairman of the Executive Council.b) The Academic Vice , President shall serve as Speaker of Student Academic Assembly. c) The Activities Vice President shall serve as chairman of the Activities Board. d) The Communications Vice President shall serve as chairman of the Media Board. e) The Financial Vice President shall serve as chairman of the Finance Board. He shall oversee the financial and property affairs of the Associated Students. He shall coordinate the budget recommendations of the Finance Board. f) The Public Relations Vice President shall serve as chairman of the Public Relations Bureau. g) The Student Services Vice President shall serve as chairman of the Student Services Bureau. h) The Executive Council shall establish Committees, boards, and bureaus as deemed "necessary. i) The Executive Council shall make budget appropriations by majority vote. j) A majority of student members shall constitute a quorum. k) The Executive Council shall be responsible for enforcing Supreme Court decisions. 1) The Executive Council shall have other duties as delineated in their respective charters. Section -I. A Vice Chairman of the Executive Council shall be elected by majroity vote of the members of the council, a President (Chairman) voting in case of a tie vote. The Vice Chairman shall work with the President and assume the President's duties in his absence. ARTICLE V Student Academic Assembly Section l. The membership of the Student Academic Assembly shall be as follows : a) The Academic Vice President shall be Speaker of the Assembly. b) One Student Academic Assemblyman shall represent each of the academic areas as designated in the charter. c) The chairman of the Faculty Academic Council of the college shall serve as a member with voice and vote. Section 2. The function and organization of the Student Academic Assembly shall be as follows : a) The Assembly shall research, recommend and execute improvement in the academic environment of Weber State College. b) The Assembly shall function on two levels: The Student Academic Assembly which is a college-wide body, the Area Councils which are specific bodies for academic areas as designated in the charter. c) All members of the Assembly shall serve with voice and vote, except the Speaker of the Council, who shall vote only in the case of a tie. d) A majority of the Assembly shall constitute a quorum. e) The Assembly shall have the right to create and fill such offices and to make such rules, as it deems necessary for its operation within the framework of the Assembly. ARTICLE VI Supreme Court Section 1. The responsibility of the Supreme Court shall be to interpret the Constitution, determine constitutionality of Executive Council decisions and perform any other judicial functions of the Associated Students. Section 2. The Supreme Court shall consist of the following: a) Five Supreme court Justices appointed by the Executive Council. The Executive Council shall designate one of these as Chief Justice. b) An advisor appointed by the President of the College who shall serve without vote. This person shall not serve as an advisor to the Executive Council. posvp headline mix misidentified The vote on the new constitution referendum originally scheduled for today has been cancelled due to a headline mix-up in Tuesday's edition of the Signpost. The headline "proposed constitution" was printed above the proposed constitution. In other words, that which was listed as proposed is really present and vice-versa. In order to correct this mistake and to clear up confusion caused by the error, the Signpost has reprinted the constitutions in this special edition. The referendum vote has been rescheduled for Tuesday, March 27, in order to give students time to study the correct constitutions and make up their minds as to the c) No member of the Court shall be a member of the Executive Council or its committees, boards and bureaus. Section 3. All Judicial functions of campus organizations governed by this constitution shall be under the authority and supervision of this court. a) Lower courts shall be considered and ratified by the Executive Council. b) All rules and procedures of the lower court shall be authorized by the ASWSC Supreme Court prior to activation of the lower court. Section 4. Questions or disagreements as to constitutional legality, constitutional jurisdiction, or non-performance of constitutionality or statutory, mandate, must be referred to the Court. ARTICLE VII Elections Section 1. Candidates for Associated Student officers and for Student Academic Assembly membership shall be elected by secret ballot. The ASWSC officers and the Assemblymen will be elected before the last "six weeks of Spring Quarter. Section 2. Length of tenure for elected officers shall be from June 1 to May 31. ARTICLE VIII Impeachment and Recall Section 1. Any elected officer of the Associated Students may be subject to impeachment by a petition signed by 10 percent of the Associated Students. This petition shall be presented to the Supreme Court who shall determine the validity of the signatures. Section 2. The Elections Com ed - up results in constitutions kind of student government they want. The results of the referendum vote will be published in the March 30 edition of the Signpost. Students wishing to run for student office may take out petitions on April 4. Studentbody officer primary elections will be April 13, with final elections on April 20. The Signpost apologizes for any confusion or misunderstanding this error has caused to students and to student officers who had been working on the elections. Hopefully, however, students will use the extra time before the referendum vote to study carefully the constitutions and evaluate the impact each will have on students in the future. mittee shall carry out the recall . proceedings. The results of the recall proceedings shall be determined by a majority of students voting. ARTICLE IX Amendments Section 1. Proposals to amend this Constitution shall, except as provided in Section 2, originate by a two-thirds majority vote of the Executive Council. The Executive Council shall provide for publicity regarding the amendment including publication of both the original and amended form and shall direct the Elections Committee to hold a special election to ratify the amendment. The amendment shall be passed by majority vote. Section 2. Proposals to amend the Constitution may also be initiated by a petition signed by 250 members of the Associated Students and filed with the Executive Council who shall initiate a special election within four weeks. If the regular elections are within the four week period, the elections shall be held concurrently. ARTICLE X Campus Organizations Section 1. Campus organizations must be registered as active on campus by submitting a constitution and current list of officers and advisors to the Executive Council. Section 2. Any organization composed of college students which uses the name and facilities of the college is a campus organization and is subject to regulation by the Associated Students. |
