Show iveber state Volume 31, Number 27 Weber State College, Ogden, Utah 84403 Friday, January 28, 1972 8 Pages D Co Senate deliberates on reapportionment by Ron Ray Last Monday evening a constitutional amendment was presented to the Senate calling for a new apportionment plan for representation of students in the Senate. It will essentially remove eight present Senate positions while creating nine new Senate seats based upon straight representation by population of schools. The plan is the result of several months of study and investigation by the Reapportionment Committee chaired by Senator Mike Waggoner. During fall quarter letters were sent to thirteen area colleges and universities requesting information on their apportionment of student government. After nine replies were received, the committee deliberated and eventually formulated, the strict apportionment plan that was subsequently submitted to the Senate for approval. Based on approximately 500 students per Senator the breakdown for the new Senate seats is as follows : 1. ) School Senator 2. ) School Senators 3.) School of Technology Senators 4.) School Sciences 4 5.) Academic Senators 6.) Senator-At-Large 2 Senators Student representation 15 Senators Includes "General" Students, Guidance Studies, & Probationary Students. Ideally the committee has attempted to incorporate the "one of Education 1 of Business 2 of Arts, Senators Counseling Letters, & man one vote" principle into student government at Weber. However, this principle facilitates that certain offices relinquish their concurrent positions in the Senate: UR.H.C. (Dorms) Representative2. ) Intra-Fraternal Council Representative 3. ) Associated Women Students Representative 4. ) Associated Men Students Representative 5. ) Senior Class President-Representative 6. ) Junior Class President-Representative 7. ) Sophomore Class President-Representative 8. ) Freshman Class President-Representative If the proposal is enacted, non-student representation will remain unchanged: 1. ) Coordinator of Student Government 1 Senator 2. ) Dean of Students 1 Senator 3. )Faculty Member 1 Senator Non-Student Representation 3 Senators Appointed by the Academic Council. Reapportionment will be carried out annually by an ad hoc committee of the Senate according to the Winter Quarter enrollment. Since the proposal entails the amending of the ASWSC Constitution, it must be passed favorably by a two-thirds vote of the Senate and, subsequently, by a majority vote of the students. The proposal has been referred to the Investigations Committee but is expected to return for Senate discussion at the next Senate meeting. Martino appointed to state board The head of the WSC Fine Arts Center was recently appointed by Governor Calvin Rampton to be a member of the Utah State Board of Fine Arts. Daniel L. Martino was appointed to the board as the first member of the board from the Northern Utah area. This appointment will expire July 1, 1973. The purpose of the board is to promote all the arts for all the citizens of Utah. It attempts to encourage leadership in the arts, and heads this leadership. The board exists to help all agencies interested in the arts, no matter how large or how small, to accomplish their goals. It listens to the ideas of all, and passes these ideas on to others. A second purpose of the board, said Mr. AAartino, is to obtain the financial resources to accomplish their goals. These finances are then carefully distributed. Mr. Martino feels that the arts are especially important for modern man. In such an age of mechanization, the arts are here to, "help to humanize man." "The arts help us to develop a concern for others," said Mr. Martino. "The arts help us to feel better about ourselves. And when one feels good about one's self, he feels good about others." The State Board of Fine Arts is not only concerned with such things as art, theatre, and music. It is also interested in the other arts, such as architecture, landscaping, literature, etc. The board is concerned with anything that brings beauty to man. For example, one of the first things Mr. Martino would like to see would be the abolishment of advertising signs along our highways. 4 l-r Sue Clark, Steve Davis and Michelle Nowak review the music to be performed in a free concert Feb. 2 at 8:00 p.m. in the Fine Arts Auditorium by the WSC Chorale and the WSC Chamber Orchestra. WSC's music groups present free concert Two Weber State College groups will combine their talents to present a free concert in the WSC Fine Arts Center Feb. 2, at 8 p.m. The performing organizations are the WSC Chorale, directed by Ronald L. Wooden, and the WSC Chamber Orchestra, directed by Loren B. Crawford. The two groups will combine to perform three movements from W.A. Mozart's, "Vesperae Solennes de Confessore," (Vespers for the confessor). "Though virtually unknown, the three psalms are a magnificent example of Mozart's vitality and expressive power," said Mr. Wooden. The quartet section of "Dixit Dominus," (Psalm 110), will be sung by Terri Landvatter, soprano; Madge Baird, alto; David Arnold, tenor; and Mark Bischoff, bass. Michelle Nowak will be featrued soprano soloist on "Laudate Dominum" (Psalm 117.) The Chorale will also perform a separate section on the program that will include J.S. Bach's "Come Soothing Death;" Paul Creston's "Here is Thy Footstool," and "To be Sung on The Water," by Samuel Barber. The chamber orchestra of 35 players will perform Mendelssohn's Sinfonia No. IX for string players. "Little is known about this number for it is unlisted among the works of the great romanticist," said Mr. Crawford. "However, the style of Mendelssohn is evident throughout the number. It begins with a slow introduction which leads into the fast moving first movement, followed by the traditional Andante or slow movement, which is interesting to the audience," Mr. Crawford. Luboff choir sings Monday The famed Norman Luboff Choir will be in concert Monday, January 31 at 8:00 p.m. in the Fine Arts Center Auditorium. Tickets for this performance can be purchased in the Fine Arts Center Box Office today from noon to 6:00 p.m. and Monday from noon to performance time. The choir under the direction of Norman Luboff will visit Weber as part of their 100 concert performance season. |
