A signature is all that is required to send these letters on their way. No postage cost will be levied students and faculty, as such costs will be paid by the Utah Chapter of the Air Force Association. Do what you can to help American Prisoners of War. SIGN A LETTER TOMORROW! While those watching student government wait and wonder over the Executive budget hearings, a bill quietly slipped thru the Senate which may signal a growing power struggle between the legislative and executive branches at Weber State. This was Senate Bill 25-71 on Student Committee Representation. The big crisis involves Section III of this bill which requires a two thirds majority approval from the Senate for appointment to administrative committees made by the executive committee (the President and various Vice-Presidents). Legislative VP Craig Tolton, a co-sponsorer of the bill, stated that this clause was a mere IS41 Harried women suffer discrimination Can a married woman hold office in the AWS? The answer may seem obvious but the problem arose during the recent election at WSC. Mrs. Betty Robinson declared herself a candidate for President of the AWS, but her petition to run was denied on the basis that she is married. Chief Justice Ron Weathers of the WSC Supreme Court issued an injunction allowing Mrs. Robinson to run. Since Mrs. Robinson's GPA failed to meet the requirement for candidacy she withdrew from the race. In the past, some members of the AWS Council have married while on the council, but have not been removed from office. The Supreme Court found no article in the AWS Constitution prohibiting married women from holding office or seat on the AWS Council. The Court found such a discrimination highly questionable and obnoxious to the purpose of Student Government and prohibited such actions. The Court suggested the adoption of an amendment to guarantee the rights of married women in the AWS, but no action on such an amendment has yet been taken. lit' ill f ' f"-is:t::i.lWfci(fc. f 1 1 ----- y il!s-p?il; -. -mmy A J i '1 .., 1 A I :m is,. i .. ?. Rosalie Hutchinson, the bill's only Senate opponent (it passed by an 11 to 1 vote), claims this clause interferes with the WSC Constitution's intent of giving ultimate governmental control to the Executive Committee. Senator Curtis, the bill's other sponsorer, denied that such a contention is valid. The Senate, he claimed, has had approval power for appointments for several years. Such approval power is usually a mere formality. President Fran Wikstrom, busy with budget hearings, said a fuller examination would be needed by him, but the action seemed to be unprecedented. President-elect Dan Hunter said he would be disappointed by the development of a power struggle at this point. The bill seems to cause some mixture of Executive and Legislative functions in this bill. Many people said, off the record, that section III did indeed seem to be the beginning of a power struggle between the new D-oident and certain elements 8i e Senate. Senator Curtis stated that such an interpretation was unfortunate; the bill was written for coordination between the Legislative and Executive rather than to create problems. He also insisted, on the record, that if the bill created a power struggle he would work to amend or strike the bill. Senator Curtis sees himself as a man caught between the two branches as next year's Legal Advisor (an executive position) and Senior Class President (a Senate position). Despite all, rumors of a veto filled the air. The bill itself attempts to better '"inlement the current student voice provisions for the 17 Academic Committees. The current student representatives, according to Dr. Hofmann, have a bad habit of not showing up. The new bill makes a Senator chairman of each delegation (traditionally an executive function) and makes him responsible for the attendance of his people. The reasoning behind using Senators, according to Senator Curtis, is twofold. First, Senators are more accessible as far as Executive and Administration people are concerned. Second, Senators, for whom awareness is a full time job, tend to be more aware of the ramifications and interrelationships of committee actions.
