In keeping with this re- organization, six deans have been named as part of the WSC administration.These six new deans are: Dr. Paul G. Butterfield, dean of continuing education. Milton C. Mecham, dean of records and admissions. Dr. Delle G. Dayton, dean of the School of Arts, Letters and Science. Dr. Quinn McKay, dean of the School of Business. Dr. Caseel D. Burke, dean of the School of Education. Delivery of WSC Bonds Scheduled Weber State College Business Vice President James R. Foulger is expected to deliver bonds for the $2.2 million Union Building addition to buyers by August 22. Foulger said $1.7 million will go to private buyers and $500,000 will go to the U.S. Department of Housing. WSC Board man Ira A. signed the 440 of Trustee Chair-Huggins recently $5,000 bonds which were approved by the board in June. Construction of the addition is scheduled for completion by September, 1968, Foulger said. New Guidelines Established For y67 College Draft Deferments The American Council on Education notified Weber State College officials Thursday of the new regulations concerning the 1967 draft law. John F. Morse, director of the commission on federal regulations, informed the college he "had been inconverstion with officials of the national Selective Service headquarters in Washington, D. C." The purpose of the conversation, he said, was to determine whether the percentage figures on the new draft law are to be taken literally or to be regarded as guidelines. Following is a summary of Morse's findings: The primary responsibility for determining a student's full time status and satisfactory pursuit of his course of instruction resides with the institution. - - The statement that a student should have earned 25 per cent of his credits by the end of the first academic year is intended as a guideline, in order to achieve greater uniformity in the certification given by different institutions and to guide local boards in the classification process. - - The use of the word "should" rather than "must" was deliberate, in order to give local boards discretion in continuing the deferments of students without favorable certification from the institution when the failure Dr. Wendell L. Esplin, dean of the school of Technology and Trade Technical Education. Mecham and Dr. Butterfield were the last two deans to receive their appointments from the Weber Board of trustees. Announcement of their new positions was announced by college officials on August 3. Mecham, who has been registrar at Weber State for several years and a member of the faculty since 1940, is the dean of ad missions and fecords. His office will continue to be known as the registrar's office. Dr. Butterfield, who has been associated with the leadership of the opening and summer school programs, is dean of continuing education. He has been on the Weber State staff since 1959." Dean Mecham joined the staff as an assistant football coach and physical education teacher. He has served also as dean of men, director of veteran's affairs and placement bureau director before being named registrar in 1962. Mecham will continue to direct the entire function of the registrar's office, in addition to supervising the academic standards of students. Butterfield has served as head of adult education as well as director of evening and summer schools. As dean of continuing education, he is head of evening and summer schools, off-campus classes and special workshops. Also named to new positions as part of the re-organization is Dr. Robert Clarke, Dr. Helmut P. Hoffman and Dr. James R. Foulger to earn the required credits is due to illness or some other reason beyond the control of the student. - - It also provides some leeway for discretion by the college when, for example, a first year student has earned somewhat less than 25 per cent of his required credits, but the instutition is convinced this deficiency will not delay the expected date of completion of his course of study. He and the other members of the administration are responsible for guiding the college affairs during the school year. Fall quarter will begin Sept. 26 with some 8,000 students, a record enrollment, expected to attend classes. The administration and student government will work together during the coming year. 1967 studentbody officers are Perry Perea, president. Robert Hunter, executive vice president. Dennis Heiner, legislative vice president. Brent Wilson, financial vice president and Roger Wise, activities vice president. Summer Classwork Completed - Final examinations for summer quarter classwork at Weber State College were administered to some 3,000 students during the past week. The 8 week quarter ended Tuesday, with finals held Wednesday and Thursday at the college for non-accelerated courses. Accelerated courses will have final examination periods later in the month, according to the testing schedule. Milton C. Mecham, college registrar, said report cards should be issued with in the next few weeks. is to indicate that a student should receive his degree in a normal and specified length of time. He said the purpose of defining the academic year as a 12 month period is to give some flexibility to counselors and deans in advising students on their course of study. Presumably, a student whose academic load must be lightened during the college year would thus be able to utilize the summer months making up the deficience, he added.
