It was hardly possible for the doctor to present his plan In any detail, but he outlined It briefly as follows: Congress, through its senators who have and representatives, been taught the essence of the plan, must create a fund to be known as the United States Unemployment and Annuity Fund. This fund shall be created out of Investments made by the eligible people of the country under the citizens plan. All are to be granted the privilege of investing up to 300 as an Insurance against unemployment, revenues from this Investment being returned to them only in times ' of unemployment. Unem- ployables are to be permitted to Invest any sum sufficient to create a monthly annuity for them to care to their wants in life, measured by their own abilities and desires. But how are these persons to find the money to Invest? The doctor readily answered the question: Few Indeed of the un employables who do not have interested relatives r friends who are at present faced with the problem of their support. This is generally a real burden upon them. Such relatives or friends would readily welcome an opportunity to Invest In the financial welfare of those for whom they now are forced to provide. Various agencies now forced to care for unemployables would likewise welcome an opportunity to relieve themselves permanen-tIyo- f the biirlpj, and in other cases the government could ar- able-bodi- loans, and the unemployables to repay the same over a period of months or in a year or two out of t he annuity payments as they receive them. Plenty of Money There is plenty of money, and banks and all loaning agencies would readily loan these unemployables or. their friends the required sums if the government guaranteed the loans. The government could readily do this as the repayment would be in its own control, and the savings from the annuities could be deducted each month as they were made. Thus all employables could obtain the necessary credits to make the Initial Investment. Two Per Cent Transaction Tax With the money now at the disposal of the government. Dr. Alrd estimates that the national debt can thus be reduced and eventually be paid off, instead of piling up by billions as at present. As living expenses vary in different sections of the country, and as each unemployable may differ In what he feels be wants or needs each month, so each investor will be permitted to choose the amount, within certain limits which he feels proper as the maximum for his monthly annuity. Kow It Works Whatever that amount may be, whether $50, $75, or $100 (not to exceed $100 in any case) then the annuitant must invest nine times that sum. The forced rapid turnover of trade certificates, representing this combined Investment, would speed up business, the like of which no country has ever experienced before. Even so only one tenth of the nations business would be done with trade certificates.
