The only change made at the hearing was the addition ot $1,-Eto the city lighting account, 00 this Increase being due to the increased cost of street lighting over the new viaduct on West Center street, and to various other electric costs as at the public library, a total ot more than $20,000 being the annual electric light bill which Provo city pays, according to Mayor iMark Anderson. Speaking for the Utah Taxpayers association, Mr. Hedquist complimented the city commission on the many worthwhile improvements in Provo, such as the West-sid- e sewer, the paved streets, and the extension ot the water line in Provo canyon. Outstanding Achievement The most oatstanding feature of the city administration however, in the opinion of Mr. Hedquist, is the rise in the price of special improvement bonds, which a tew years ago were selling at 20 per cent discount, but today are actually at a premium. This reflects the careful financial policy of the present administration, In the opinion expressed by the officials of the Utah Taxpayers association. Some criticism was levied at the 17 Vi mills tax rate set tor 1938, but all were in agreement on the assertion of Mayor Anderson that the tax rate could be reduced materially, unless the city desired to take advantage of federal aid at this time in..nfetaining needed improvements in Provo, No opposing sentiments were expressed to this view at the public hearing Commissioner Walter P.
