Published in the Vernal Express Dec. 23, 1998. 1 NOTICE OF PUBLIC HEARING Blowing Dust and Tracked-Out Dirt Rules The Air Quality Board requests comment on two rules to reduce blowing dust and tracking of dirt from construction and hauling sites onto roads. These provisions are currently cur-rently found in R307-12. Requirements applicable statewide are moved to a new R307-205 with little change. Requirements for Weber, We-ber, Davis, Salt Lake and Utah Counties are moved to a new R307-309 and are strengthened to prevent pre-vent to the maximum extent ex-tent possible dirt from leaving the site of storage, hauling, handling, construction con-struction and demolition activities, and from being tracked onto public roads from those activities. Opacity of fugitive emissions emis-sions is limited to 15 and opacity due to fugitive fugi-tive dust is limited to 10. These more stringent strin-gent provisions are proposed pro-posed because dust is a component of fine particulate partic-ulate pollution which is detrimental to human health. The mud and dust tracked onto roads is ground into very fine particles par-ticles which are inhaled and remain in human lungs. The Division of Air Quality and local governments govern-ments receive many complaints com-plaints about dust. Wasatch Front Regional Council has requested that this rule be made more stringent, and the staff of the Division of Air Quality Quali-ty have worked with WFRC and the regulated community to draft provisions. provi-sions. These requirements are already written into the permits for 1-15 reconstruction re-construction and a number num-ber of other sources. A variety of control measures mea-sures can be used to control con-trol dust, and the cost ranges widely.
