ORDINANCE NO. 84-6 An ordinance providing pro-viding for the prohibition of illegal tapping or connection con-nection to the Vernal City Ci-ty culinary water system; provisions for the requirement of separate service lines and master water meters. Be it ordained by the City Council of Vernal Ci ty, Utah: Section 1. Illegal tapping tapp-ing or connection to the culinary water system. It shall be unlawful for any contractor, plumber, or any other person to tap, drill, cut into, or tamper . with any water line, water main, water hydrant, or water meter, or any of the appurtenances ap-purtenances thereof, or install any new or additional addi-tional service connection to the Vernal City culinary water system without first obtaining a permit from Vernal City; Ci-ty; and, then, such connection con-nection to the water line shall be made only in the manner and in accordance accor-dance with the directions and regulations of Vernal City. Section 2. Separate culinary water service lines required. Culinary water service lines must be so arranged that the supply to each separate house or premise may be controlled be a separate meter placed within and near the line of the street curb. Where water is now supplied through one service to one or more houses or premises, Vernal City may, in its discretion, either refuse to furnish water service until separate services are provided, or may continue con-tinue to supply such service ser-vice on the condition that a financially responsible person shall pay for all water used through such service. Section 3. Master meter for private main. When a private water main supplying more than one house or premise is connected to the Vernal City culinary water system, the Water Department of the city may require a master meter to be installed near the point where the connection is to be made to the city water main. This installation shall be made at the expense of the owner of the private line and in accordance with all regulations and procedures established by Vernal City for the installation in-stallation of the master meter. Section 4. Penalty. Any person violating the provisions pro-visions of this ordinance shall be deemed guilty of a misdemeanor and shall be subject to a fine in an amount not to exceed two hundred ninety-nine dollars ($299.00) or im prisonment in the County Coun-ty Jail not to exceed six (6) months, or both such fine and imprisonment. Each day such violation is committed or permitted permit-ted to continue shall constitute con-stitute a separate offense and shall be punishable as such. Section 5. Repealer. All former ordinances or parts thereof conflicting or inconsistent with the provisions of this ordinance or-dinance are hereby repealed. Section 6. Severability. The provisions of this ordinance or-dinance shall be severable; and if any provisions thereof or the application of such provision provi-sion under any circumstances cir-cumstances is held invalid, in-valid, it shall not affect any other provision of this ordinance or the application ap-plication in a different circumstance. Call Michelle Brown for address 789-9166 Colorado River Basin prepares for runoff The main stem reservoirs of the Colorado Col-orado River Basin are as low as they will be this year in preparation for increased in-creased spring inflows, it was announced an-nounced this week by Upper Colorado Regional Director Clifford Barrett of the Bureau of Reclamation. While spring storms have increased mountain snowpack in the Wasatch and Uinta Mountains, near normal precipitation occurred in western Colorado. Col-orado. The April forecast for the Colorado Col-orado River Basin has been nudged up to 151 percent of normal from March's 150 percent. The runoff prediction above Lake Powell for the period April through July Ju-ly 1984 is for a total volume of 11.5 million acre-feet, 3.1 million acre-feet less than last year's record volume. Lake Powell has been lowered approximately ap-proximately 27 feet from its full elevation eleva-tion of 3,700 feet. This operation has created sufficient reservoir space to accommodate the runoff and minimize any need to use the spillways, which are still being repaired. "The left spillway is expected to be completed by late May to mid-June, and the right one by the end of July," Barrett said. "However, the spillways are not expected to be needed this year." Reclamation's releases through the Glen Canyon Powerplant, located on the Utah-Arizona border, were about 25,000 cubic feet per second (cfs) through March. In April, releases were increased to about 28,000 cfs and will remain at that level through July unless the forecast changes significantly. Flaming Gorge Reservoir, on the Utah-Wyoming border, has been lowered about 18 feet in preparation for the forecasted runoff. Releases from Flaming Gorge will be near 4,000 cfs through June. The reservoir will be allowed to rise to an elevation of 6,035 feet 5 feet below peak near the end of June or early July. Blue Mesa Reservoir, in west-central west-central Colorado, has been lowered 85 feet. Runoff forecast above Blue Mesa is about 157 percent of normal. Releases from Blue Mesa Dam will remain re-main at about 2,500 cfs during April and will be reduced slightly in May and June. Releases from Crystal and Morrow Point Dams will be higher than at Blue Mesa because tributary inflow will increase as the snow begins to melt. Navajo Reservoir in northwestern New Mexico has been lowered 27 feet. Runoff above Navajo Reservoir is forecast to be about normal. In animals, studies suggest dioxin overexposure can be followed by a variety of serious ser-ious symptoms. The only consistent lasting finding in humans is chloracne, a type of skin rash. Dioxin was a trace contaminant con-taminant in Agent Orange, the defoliant used by the military in the Vietnam War, from 1965 to 1970, to protect pro-tect soldiers' from enemy ambush. There is little likelihood, like-lihood, based on overwhelming overwhelm-ing scientific evidence, that Agent Orange could have caused the health conditions condi-tions some veterans have described. de-scribed.
