The Secretary of the Interior has been requested to give the general public the privilege of taking water from the Uintah river at White Rock Agency for the purpose of irrigating land outside the reservation, in the vicinity of the asphaltum mine. To an observer it would be hard to see why such a request should be refused. re-fused. Irrigation would open a large amount of land to production which is now a parched and useless waste in the summer time; but the ways of the government are past finding out. If the answer is favorable we are informed in-formed that a new town will be started start-ed below the mine. Mr. Workman is always to the front in Agents arrest three on assault charges On Jan. 3 FBI agents from the Vernal office arrested Zorro Santio who was charged with assault to cause serious bodily injury. The alleged assault occurred Dec. 25, 1991 at the victim's home in RandletL The. complaint reports that the defendant repeatedly assaulted as-saulted a woman by whipping her with an arrow and pulling the blade across her hand, forcing her to take a hot bath, pouring cold water over her, forcing her outside the home and whipping her while she was wet with a radio antenna. The defendant, defen-dant, a Ute Tribal member, is also charged with repeatedly burning the victim's body with a heated crutch. The defendant was charged in the Ft. Duchesne Jail and bond was set at $10,000, said Mike McPheters, senior resident agent. FBI special agent, Manuel Johnson, in another case arrested Phylis Lopez and Nadine Lopez, also al-so members of the Ute Tribe. The sisters were arrested for assault of a female Tribal member Dec. 1, 1991. The assault resulted in serious bodily bodi-ly injury. The victim was kicked and punched in the face resulting in a fractured nose and lost teeth. The two sisters 'were released on their own recognizance by U.S. Magistrate Ray Nash. Just how it happened no one knows, or at any rate no one is willing to tell; but it is dead certain that her deed calls for lots 104 and 104a. while those of someone else call for 10S and 104a, which she thought she was buying, and Mr. Vandine who lived in the nice house, does not exactly know where the lots are his deed calls for. Mrs. Kenney started in twelve years ago in a board cabin, with one cow and a strong Irish body. She is about 55 years old and still vigorous and now owns five cows. Five years ago she felt rich enough to buy the two vacant lots adjoining the Vandine place, and thought she had done so. It is suspected that her neighbor discovered the error for he tried hard to buy her out and made life uncomfortable for her for awhile. She fenced in her lots, declaring the boundary was in error she sent for the surveyor. Mr. Vandine cannot remove his house, which is worth about $4000, as the law stands, and now he's the one who is "bothered entirely." Of course a suit at law would rectify the matter, if the original grantees are responsible; but the Vadine lot has changed hands several times within the last twenty years and suit would be a long one. News from Manila by Clara Robinson 784-3463 Local aging board meets The local aging board met at the Manila Senior Citizen Center. It was reported that the deep fryer and the bread rack the school had for the Center was at the Center now. A letter let-ter is to be written to the school thanking them for these items. The Chamber of Commerce did not use the Center on Dec. 15, as planned, but used it on Dec. 22. A letter is to be written to the Chamber of Commerce thanking them for the buckets of Christmas treats given to people over 60 years of age in the area. The chamber has asked for names of all the people over 60 years of age. It was not certain cer-tain the center had all of them. There will not be a social in January due to the nutritionists recent re-cent surgery, but there will be one in February. The board voted to support legislation legis-lation endorsing the RSVP. This is a program for which volunteers helping help-ing the elderly will be reimbursed for the gasoline they use to do this. This program is for Daggett and Duchesne Counties. It may not be used much in the Manila area, but will be a big help in the Duchesne area. Mayor Carole Scott will be attending attend-ing the last meeting which she will chair on Monday, Jan. 13. She is the first woman Mayor to serve as chairman of this Board. The new chairman will be the Duchesne County Commissioner Clint Peatross. Mayor Scott is now a new member on the Community Impact Board. She will represent 3 counties; coun-ties; Duchesne, Uintah, and Daggett. At the Town Council meeting held Thursday, Jan. 9, the council voted to support the Cow Country Rodeo by donating $500 to the Daggett County Lions Club who sponsor the rodeo. This rodeo has become a tradition tra-dition in Manila. There are a few minor items to be taken care of the Town water lines from the Longs Park Reservoir will ' be ready to be filled. Mr. and Mrs. Huston Robinson and children Amber and Ryan spent New Year's Eve in Manila visiting Huston's parents Mr. and Mrs. William Robinson and other relatives. rela-tives. They had been to Logan to attend at-tend the wedding of Mrs. Robinson's neice and came through Kemmerer and Green River. They enjoyed a family dinner at the home of Mr. and Mrs. George Ellsworth on New Year's Eve and continued their journey home New Year's Day. Mr. and Mrs. Doug Walters and children returned home New Year's day after spending Christmas with Mrs. Walters' parents, Mr. and Mrs. Allan Pallesen. They left before the heavy fog started in Manila and returned re-turned on the first clear day Manila had for nearly 2 weeks. Stewart's The Utah Division of Wildlife Resources is developing a policy for Stewart's Lake Wildlife Management Area to allow better access to ice skater, bird watchers, hunters and others, and protect wildlife nesting sites. Due to past abuses, including severe se-vere nesting habitat damage from motorized vehicles, littering and other vandalism, the UDWR fenced the entrance to Stewart's Lake during dur-ing the fall of 1991. Because local residents use the area for ice skating and other winter activities, the UDWR UD-WR allowed individuals to check out a key to give access for snow blowers and other equipment. To simplify things, the UDWR intends in-tends to open the gate to allow vehicles vehi-cles access to the ice skating area until Feb. 20. After that date the gate will be closed and access controlled con-trolled to prevent disturbance to geese, ducks, sandhill cranes and other water and upland birds while they migrate, nest and raise their broods. Signs will be posted to mark a trail to the ice skating area. Snowmobiles, 4-wheelers and other vehicles will be restricted to the same marked trail to and from the ice skating area only. Vehicle users found outside of the marked trail will be cited. Abuse of the area could result in a total closure. During the spring breeding season, sea-son, Feb. 20 to June 1, public access will be restricted to foot traffic along the immediate bank of the Green River. This will allow anglers and other river users a narrow corridor corri-dor to access the river. After June 1, foot traffic access will include the rest of the management area. Only authorized vehicles will be allowed beyond the gate from Feb. 20 until after the hunts and area freezes again. Dogs are restricted from the WMA except during the waterfowl and upland game hunting seasons.
