Utah and then said proposals shall be opened and publicly read. Proposals are to include in-clude all costs related to the engineering, design and construction of a complete Water Treatment Treat-ment Plant to produce an effluent which meets or exceeds the Utah State Public Drinking Water Regulations. The Plant shall be capable of handling handl-ing 5.0 MGD peak design flow and layout will be designed to accommodate accom-modate expansion to 7.5, MGD (peak design flow) capable of meeting the same effluent standards. The Treatment Plant will be so designed to include in-clude mixing, floccula-tion, floccula-tion, sedimentation, and filtration based on Utah State Public Drinking Water Regulations for design parameters of each phase of the treatment treat-ment plus sluge removal and filter backwash settling set-tling and reclaiming. Alternate treatment processes pro-cesses may be considered.
