We find the average bill for the year is $5.83 per month, this also includes all schools, churches, parks and commercial area. This average does not include the $1.75 sewer charge. May I first remind the reader that there are over 17,000 residents in Kearns with only two doctors to make house calls. I was employed at the Kearns Medical Center for several years; at one time there were five doctors at the clinic and they were usual-- y working from early morning to ate evening, often having no time at all for luch. I for one would like to go on record in expressing my appreciation to the members of the medical profession who have remained here in Kearns through the years to render us excellent medical service in spite of the obstacles facing hem. Obstacles which include deadbeats who refuse to pay their medical bills, people who demand immediate service when their regular doctor is unavailable, but who never consider taking their major ills to Kearns physicians when they can get into town, etc. I sincerely feel that our doctors and all other businessmen here in Kearns who have been' courageous enough to invest their future and inances with us should receive our wholehearted support and not unreasoning criticism handed out in a fit of temper tantrum. Either- we vote for improvement and progress to keep us abreast of the area around us, - we vote for stagnation and decay and become truly a second class district and blight area. County ordinances now require sidewalks in all new subdivisions. Cant we afford even those improvements which are required by law in the area around us? Considerable time and money has been spent on the engineering survey, the plans, and the estimated costs of sidewalks for Kearns. If this improvement district is defeated, Salt Lake County funds must cover these costs. Could we then offiexpect conscientious county on funds cials to risk other county surveys or elections to determine if we are willing to provide recreation facilities, parks, police protection or other services for Kearns? I dont think so. If sidewalks are defeated now they are defeated for many long years, and so are other mprovements which we need. It becomes the duty of each property owner to let his views ze known at the hearing Jan. 23.
