Provo hue tried two types of elvll service, that under State authority which Includes our pollen and firs departments and that without Staten authority. A civil service plan of onr own making and without laglslntivo authority from tho State was nsed in selecting thirty employees for Provo electric utility last spring. In selecting electric utility personnel the board started with a clear slate and ovary mna was selected entirely on hla merit. The City Commission was acquainted with none of the men selected by the utilities board. Seven months of actual operation has proved the civil service principle to bo sound la this instance. We have efficient Operation entirely free from petty politics no frequently encountered where the civil service plan is not followod. However, this organisation, as good as It la, la atill subject to tha a of politics. This utility organisation has no legal protection whatever, la Utah then la no civil service Uw that goes beyond police and fire department. Onr own experience hoe convinced us that a merit system without consideration to politics of any kind la the proper thing for untlllty departments. It Is good for the public as well as the employee. For the good of the Provo public and this group of employees we should not llko to nee them arbitrarily discharged. They were selected on their merit from more then 100 applicants. It le expected that they would all retain their Jobs If the elate legislature should see fit to extend the civil service to municipal utility employees.
