While our public improvement a are under construction, we cannot greatly reduce our debt. The only substantial paymenta on our bonded debt the past two years have been made from Waterworks funds. Provo receives more federal aid each year than the City pays In federal taxes. This situation prevails throughout the State. Utah County received $587,310 for old age assistance, aid to needy blind, aid to dependent children, general assistance, etc., Provo received during 1937. d of this, or $175,-76about Of this amount, the 8tate appropriated about $114,250, the federal government the remaining $61,500. Passage of the old age assistance bill during the last legislature Increased welfare expenditures tremendously. It la expected Provo City will receive $250,000 for welfare during 1928 from state and federal sources In addition to W. P. A. funds. Utah County has more unemployed persons than any other county In the State, excepting Salt Lake County. The percentage of unemployed In comparison with population Is greater here than in Salt Lake County. In Provo, the unemployment condition Is much better than In some of the smaller cities of the connty, largely because of our public Improvements program. W. P. A. The Works Progress Administration has been of great value to Provo during its existence. Provo one-thir- 0. th projects within the City, such as Improvements at the 8tate Hospital and within the school district, have benefited Provo an additional $185,000. Provos portion has amounted to $127,000. Provo, then, has received $518,-00- 0 through W. P. A. In 28 months. 7 his Is about $21,000 per mouth, or about $11,000 per month if ouiy projects are considered. Hoad Funds Local benefits from road funds, state and federal, have been much higher than usual In 1937, largely because of the $185,000 viaduct on West Center street. In all, Provo realised $214,000 In road turnip from state and federal sources during the year. Provo's Annual Tax Burden Provo residents pay In all forms of taxes more than $800,000 annually. Much of this remains In, or Is returned to the community, as figures on state and federal aid Indicate. Provo receives Its share of federal aid. Utah has recelveu in the past four years approximately five dollars In federal grants and loans for every dollar the state has paid in federal taxes. A large portion of the state sales tax Is also returned to us for direct relief. It has been tbe policy of the present state administration to reduce the state levy on property. The levy Is now 5.63 mills, the lowest In many years. It is hoped that the state will find ways to lift this load entirely from property within the next few years. Also it Is hoped that local taxing units will not consider this an opportunity nor an invitation to Increase local levies. Public Improvements You have observed the public improvements being made In Provo. We have found it necessary in our improvements program to concentrate our limited funds, equipment and men upon major projects, and have therefore done little or nothing on many leu important projects admittedly needed. Mauy desirable improvements must wait their turn, following the street paving, waterworks and sewer projects now underway. Such improvements as a garbage disposal system at general fund expense, an adequate weed eradication program, a sewage disposal plant, covering of the mlllrace, finishing the airport, library improvements, and aeveral other very desirable projects must be delayed until major improvements now underway are completed or further advanced. By the end of 1939 our principal streets will all be paved at feet wide, the sewer system within the City will be complete, and our culinary water system and water supply will have reached a staged well In advance of the immediate needs of the community. Some doubt has been expressed concerning permanency of our rock asphalt street paving. We are of the opinion that the life expectancy of this paving can be placed at 15 years or longer If regular repairs are made. The base and culverts will, of course, last much longer than 15 years.
