Moffitt of Provo city schools delivered a very timely address last week to the Rotary club here on Provos Youth Problem in which he presented the School Boards attitude toward Vocational train-insThis address was filled with evidences that the costs of vocational training in Provo are beyond the reach of the school board, which is bound by legislative red tape and other legal limits which mitigate against any really constructive program in this field. It was mainly an address in defense of the School Boards program. We do not wish to enter into any argument with Supt Moffitt, nor do we desire to question the attitude of the school board for we know the individual members are personally anxious to initiate any forward-lookin- g program which will serve the people of this community. Nevertheless we are forced to this issue: How shall we pay for vocational training? We have three options before us as a community: 1. We can send our youth away for such training. Hundreds of us are doing so. Our young people are in Los Angeles and other coast cities, or in the East or elsewhere to obtain the necessary training which will fit them into modern life and save them from unemployment and disaster. They seldom if ever come back to us. We have thus lost our entire investment This is us plenty. The funds are going out of the com-costing ' munity and out of Utah, and so are our young people. This is a most costly method of training. 2. We can leave them untrained, and by so doing we pay and pay and pay all the rest of their lives. They never can fit into society. They swell the ranks of the unemployed and worse still, they become disgruntled misfits and form the nucleus for future organized forces which will upset the democratic way of life in this country, for unemployment and discontent will disrupt our present society more surely than foreign wars. 8. We can provide training for them at home. Of course there are difficulties in the way of doing so. Nothing worth while was ever attempted without difficulties. A resolute mind and a courageous heart on the part of the school board and the citizens of this community will determine this issue. We need not bow to the dictates of a school law which has years ago been outgrown by our modern needs. We can either change the law, or we can find new ways of raising the necessary money. Nothing is impossible if we have the will to carry it out. So Provo is paying plenty for vocational training right now, but the worst of it is we are doing such a miserable job of it. Our present efforts are like drops in a bucket compared to what we ought to do, and what we could do if we used the money we now spend for our soealled cultural educational program. If we did this job right we would be attracting hundreds of people from all parts of Central and Southern Utah to Provo and Utah county for the opportunities we could afford them, instead of sending hundreds of our youth elsewhere.
