Mem opening of Utahs mourning dove season, the department of fish and game said today. Sportsmen were reminded that the dove hunt ends Sunday, September 8. As expected, best returns to the shooter came in the dry farms and adjacent cover areas over the state. Department personnel and the shooters alike reported the birds apparently oil the migration move following storms and cold weather of the past two weeks. This was bom out by the numbers of birds in some sections of good habitat and the lack of birds in others. Best shooting through the close of the season next Sunday will continue to be in ithe dry farm areas of the lower elevation counties up and down the central part of the state. The department again reminded dove hunters that major parts of Utah, Salt Lake, Box Elder and Iron counties were closed during this hunt; that all of Weber, Morgan, Davis and Summit counties were closed to the shooting . Among the better pieces of legislation approved during the adjournment rush of Congress this week was a bill to permit American couples to adopt an unlimited number of alien orphans and bring them into this oountry as citizens. This legislation which I sponsored was incorporated into a general immigration bill which in the main i mediately to best assure getting a permit for that unit. Current reports show the special permits selling out rapidly for some of the other units as they are listed in the 1957 deer hunting proclamation. Applications should be made to the Deer Permit Sales Office listed for each special hunting unit, must include applicants full name and address, big game license number, and $3 fee for residents, $5 for Board rulings this year allow two special deer permits for each holder of a big game license, though each permit must be on a different hunting unit. The additional doe tag, which may be used on any one of 26 hunting units, is not considered a special permit and may be purchased from license agents throughout the areas where these hunts were authorized by the non-resident- s. Board. makes it easier to reunite families of divided citizenship. The legislation will be effective for two years. STATE AID My mail indicates that there are hundreds of childless Utah couples seeking to adopt children abroad. In the nation as a whole,' it is estimated that 800,000 American couples want to adopt children. There ... are however only 90,000 children available for adoption here. This bill which will give lonely Americans a chance to provide loving homes for poor orphan children now neglected in foreign lands should in a small way help relieve some of the worlds misery. STILL PENDING . . . Congress adjourned leaving many of the bills I have sponsored and fought for still pending. One of these measures a bill to prevent the Department of Defense from grabbing up and closing off large areas of the public domain has passed both the House and Senate. A difference of opinion between the two branches however prevented final action. This measure should become law shortly after the Congress reconvenes next January. In the meantime, all further land withdrawals by the military are being held up at the request of the House Interior Committee of which I am a member. HUMANE SLAUGHTER . . . Those of us sponsoring legislation Supplies of the 1957 colored to require the humane slaughter deer maps and proclamations are of livestock battled this measure now being mailed to all license the House Agriculture agents over the state, the depart- through House and Rules Committees ment of fish and game said toagainst strong opposition from the day. houses. Spokesmen urged all deer hunters to obtain a proclamation covering the hunts either from a license agent or department offices in Salt Lake City. It was noted that it is the obligation of the license holder to know these rules and regulations, many of which change from year to year as they must be changed to meet the management program. larly disheartening then when the Majority Leader of the House, Rep. John McCormack (D., Mass.) refused to schedule the bill for debate and action. The legislation is very much alive, however, and I hope it will, be enacted shortly after we reconvene. In connexion with humane slaughter, I was pleased to note that Swift one of the nations largest packers voluntarily has adopted a new stunning device for cattle. I believe that my bill may have helped prod them into taking this action. COUNTERPART FUNDS . . . I do not intend to give up my M. J. Although I was defeated by a vote of 148 to 86 on an amendment to require this accounting, I intend to continue to press for its enactment. We should not as members of Congress exempt ourselves from accounting procedures we require from other public officials. has now had all trash fish re- moved through this program, announced the Utah Department of Fish & Game.
