Show THE UTAH STATESMAN, SEPTEMBER 28 ,1928. Hoover Followers in Boston Paper East Clamoring For Lands Smith Volstead Modification New York and Massachusetts Candidates Tell Peo. pie That Hoover Will Bring About a Change in Volstead Act at Once. New Faces Now WET REPUBLICANS. lNw York Times) Bom Republican newspapers and committeemen atlll maka a great pother about Governor Kmlth .having repudiated tba Democratic platform, ao far aa concerns tbs prohibition plank. Senator Glass of Virginia, grbo wrote that plank, declare that Smith la wholly within hie rights in tha position which b has taken. Waiving all that, what is to ba aaid of tha many Repub llcans who are renouncing their own platform, going square against tha views of their own caudidats, and yet proposing to call them- On Republican County selves "regular ? Perhaps, as President Butler appears to do. they make a nice distinction between "the ticket" and the party nominee for tha presidency. Yet soma of them, even candidates far office, are publicly avowing their intention to vote for Mr. Hoover beeause they believe that It Is the surest way to get rid of prohibition. The reasoning is a little tortu. ous. but ths fact Is undoubted. Here in this city for example, we have Mr. Phelps Phelps, who ie seeking the Republican nomination for Congress in the Seventeenth District. He Is sn unblushing Web He does not even blush when he declares, in effect, that the way lu get Governor Simth's plan respecting prohibition adopted is to elect Mr. Hoover president, ulonz with a Republican Congress-- There Is no question of Mr. Phelps's sincerity, though there may he a little Jusll-ife- d doubt of hla logic. He has been consistently In favor of modifying the prohibition law. and la not now admitting that ha Is simply for the sake of catching votes in tha Republican primary next week. Yet we have not observed that any indignant Republicans in this district have risen to rebuke him for abandoning the Republican platform and challenging tha good faith of Secretary Hoover. Another Republican candidate the for Congress Is going into Massachusetts primary, as Wet aa Bedford New tha shore line of the district which ha aspires to represent. This gentleman. Mr. .Tnhn D. W. Bodflah. hea issued to the Republican voters a frank statement of "What Bodfish Stands Kor." It covers both local and national Issues, and ss regards one of the latter. makes the following declaration: Modification or. If neecssary. the repeal of the Eighteenth Amendment and the enforcement act. and ths adoption of measures authoristo ing the federal government regulate and control the handling of liquor, permitting reasonable, proper and temperate nee, forbidintemperate ding and punishing abuse, and relying upon education and appeal to reason and conscience to promote habits of temperance among tha people. Ha has always worked for temperance and against tha saloon, and he believes that genuine temperance end the general welfare can be beet promoted by such change. Other examples could he given of mothe extraordinary mixture ofmaktives dnd puropses which la ing this campaign eo confusing, and la confounding party managers. They do not know where cannot they stand because they measure the silent but mighty shifting of opinion and threateng which may throw ed nut all political calculations. But, If it Is a matter o? personal and apparty consistency, the honorsDemo-carpear to he easy as between and Republicans- Soma of the latter who are Wet give the most astonishlnr explanations of why they propose to vote Dry in order to secure the Wetness which they desire. Ticket Mayor Leater of Murray and Clarence Cowan of Salt Lake are the Republican nominee! for the county com million of Belt Lake county. Theee men replace Lebrun and Stenecker who have made quite a reputation for themeelve in more way than one. It wee freely discussed around tha Republican convention that Labrum withdrew from the race and threw to Lester on hie strength the promise of a euperlnten-denc- y if Lester Is elected. Tbs Statesman did not make any effort to verify these open statements. Wallace Kelley was named for county attorney. It la also rumored that Kelley end Sheriff Fatten have burled the hatchet but this is considered a lot of bologna by Salt Lakers. Prohibition to Face Probe in Next Congress WASHINGTON For tha first time since prohibition became effective eight yeare ago. a searching investigation of dry law enforcement policies end their consequence looms as a virtual certainty. At least a doien attempt! to secure a qongresslonal proba have proved futile. Among tha outstanding reaulta that an Inquiry would develop are the following: That prohibition and the enforcement methods which have prevailed alnea Its enactment are largely responsible for a rationwide disrespect for all law. Crime Investigators and crime commissions throughout tha country have from time to time pointed to the liquor laws as the root or source of crime waves, harassing tha larger cities. 2 That in atemptg to enforce the Volstead act the responsible governmental agents have not only fundamental rlghta of violated American cliisens, but have fragrantly disregarded International laws. A notable case In point la the narrow margin by which tha United States averted a serloua controversy with Great Britain and the unauthorised entry of Bahama porta by coast guard rum chasers. The state department was forced to apologise for the acte and the coast guard faa sharply rebuked. S That attempts to enforce this lew by the shoot to kill" method have cost the Uvea qf nearly 200 cltlxens. not to speak of the countless thousanda who have been maimed, permamently disabled and terrorized by irresponsible agents. 4 That the killers In virtually case where state authorities every attempted to proaecuta for murder or manslaughter have been protected by Intervention of federal courts and federal district attor1 SUMMONS In tha Third Judicial district court of Salt Lake County, State of Utah. Judgment will be rendered against you according te tha do mand of ths complaint which has bean filed with ths Clark of on Foreign Policy (Boston Transcript.) We have commented already, as have most newspapers, upon the courage displayed by Governor Smith in some of the utterances contained In hla apeech of acceptance. In none has this quality beau more admirably displayed than In that portion of his address devoted to foreign affairs la which ba sya: "I personally declare what the platform declares: Interference In ths purely Internal affairs of Batin American countries must ceai end I specifically pledge myself to follow this declaration with regard to Mexico aa wall aa the otb r Latin American countries. If wa read him aright, tha governor,, reference hero la to tha church dispute la Mexico, and ha commits himself In advance to exactly the seme policy pursued by the Coolidge administration. We do not make this as a political point, but rather to Indicate that it takes a high degree of moral courage for tho candidate to commit himself to a policy of "hands off" In a matter In which the church hs reverences has been attacked: for tha pressure upon him in copnectlon with this controversy, should ho aver reach ths Whits House, would naturally ba very treat. Tha United States government has pursued the only possible course, under International law end diplomatic usage, In relstlon to this unfortunate policy. Governor 8mlth acts wisely and btavely in stating that his course would bo his own also. In other phases of his discussion of foreign affaire tha governor Is not eo happy. The United States did not Intervene in an election dispute' In Nicaragua, but to end a civil war which threatened to spread and to create a menacing situation not only there but in our relations with Mexico, which were not then what they era now. The marines to which he refers were maintained in Nicaragua throughout the Wilson administration, and ha might with' more propriety have questioned their withdrawal In ISIS, thus leading directly to Internal conflicts, than to have condemned the United States government for sending them there again. Neither shouhf the governor forget that they were sent Into Nicaragua upon the direct invlatlon of the responsible government of that country: and we may properly Inquire whet, if ha had been president, he would have done with request of that kind. The governor Is playing with fire in announcing too positively hie Latin American policies. HI theory la excellent, hut If. as president, he should tie himself down to the senate in hla every move in conducting tha foreign affairs of tha United States, ha would find himself eo handicapped and thwartld that he could have no foreign policy at all Latin America, certainly, would Ilka nothing better then to see the American president hamstrung by hie own legislature.
