Privilege haJ become reinforred by paid, organised lobbyists One of the first acta In order that this country might have the advantage of free expression was to drive these lobby!' from the temple of the people's forum. Ths interesting thing with reference to this period of time, to me. THE FARM LOAN ACT. The farmers throughout this country demanded cheaper money on soma basis that (he "nightmare of foreclosure" might pass them by. Promises were mad but not fulfilled. Tha Republicans know how easy It was to foul the farmur, they were pastmasters la this art. In fact, the farmers mill believe that protective tariff enable him to get the poor price which ia nuvr getting, for wheat. Whereas, in Canada, where there la no tornf on wheat, the farmer ia fatting bet.v ter pries for his wheat than cur farmer ia In the United State. of this, the niece of farming legislation ever pass'd ad- In tho interest of the farmer v aa phased during a Democratic ministration and la known aa Tha Federal Farm Loan Act. by which tha farmer la able to borrow money Is from fivo to six per cent Interest and the payments have been eo arranged on hie loan ai that it la amortised out over a period of 20 to 10 years. Hla- - mortgage never fella due, aa long aa he pay hla amortisation installment, which payments Include Interest and principal and la less than the rate of interest which wa being charged generally to tho farmers in this country, prior to the enactment of the federal farm loan act. And atilt tho farmer hefuro thli act had tha constant nightmare of his mortgago falling due, not knowing whether or not ha could be financed when the same did fall dua. tha provision of this act over I2,000,000.0uu has been loaned Through to the farmers of thla counwas opened to him In financing try, and tho door of equal hla farm, in tho borrowing opportunity of money. This door waa not opened by tbe Republican party, but by the Democr"" party. THE FEDERAL RESERVE ACT. It has been staled that tho federal reserve act kept this country from bankruptcy during the World war. For years and years at Intervals, and particularly about election time, when it appeared that tha Democrats might win through some accident, so concentrated was the banking wealth in thla country that a few individuals count Tho Republican party pull the string and cause a munev.panlc. wrestled with thla problem for year, with promises, but so advantageous was the concentration of wealth In the hando of a few Republican bankers that they could not give to tho paoplo of thlg country any effective legislation. Not until the Democrats same Into power waa thla power broken and the federal reserve act put Into operation bv tha Democratlo Tnis act ia now conceived to be one of tha greateat pieces parly. over enacted Into law. of legisla-io- n I only call your attention to a few of these thincs to show you how complete and how henefirial a government can become when it la operated for tha benefit of all tho people. I also call your attention to tho fact that these things which I have enumerated, whlrh is only part of the legislative program during the administration of Wood-roWilson, have brought more lasting prosperity to thia country than any period of legislation in the history of thla country. WILSONS LAWS STILL STAND. OilfcUrd as Wilson was. slightingly referred to aa "a broken down school teacher. yet In the great wisdom of tho Rppnhlt-es- n party, they have never seen fit to repeal anv of the legislation which was enacted Into law during tlic Wilson administration. SENATOR. SMOOT'S 1ELKURAM. There appeared on the front page of the Salt Lake Tribune last Sunday morninr a statement made by Senator Smoot and addressed to "The Voters of the United States; It read as follows: "Governor Kmith suggests that your State mv Slate, be come a manufacturer and peddler of booxc. GOD FOR HID." The last part of this statement la the heavy artillery that Is supposed to bring conviction to the people of the State of Utah.Senator 8moot'a belated diatribe, like many things in the Republican party, came too late. All ready liquor ia Ming manufactured in the fair state of Utah and dispensed with alarming rapidity, under a Republican administration, which has the hnundeu duty to enforre the Federal Prohibition Act. It la perfectly characteristic for tha Senator to call upon "God to forbid and I do not wonder at the Senator tryinr to pass the responsibility for the enforcement of thla law from the shoulders of the Republican party onto God. It seems to me however, that It would be more consistent with honesty If he had said Mellon forbid. Cooiidge forbid. Sergeant forbid. Sheriff Pat. ten forbid. Chief Burbldge forbid" or to call generally upon the Republican office holders throughout the land to forbid. SMITH DRAGS SKELETON OUT. Tho question of prohibition, irrespective a to whetlicr or not you agree with Governor Smith on all that ho baa said with , . reference to the prohibition subject, there la at least one thing that the American people are greaiful for, and that la: that lie has drug it out of the closet, from the top of Ilie cupboard, Orre-spectl- greail w and the remote corners of the basement, and put tho thing out In tlie sun-ligwhere people can ace It. It lias at least loot Its sac redness when the spot-ligof Truth Is turned upon It. That a great citizen of thla country should propose m plan which he honestly believes will bring about a greater temperance and a greater respect for law, and minimise corruption In the nation, is st least, entitled to a fair hearing by all honest men, whether they agree or disagree with what he says. ht ht LIQUOR AVAILABLE IN KILT LAKE. I have been reliably informed to the effect that there are hundreds of places in Salt Lake City w hlch are dispensing intoxicating liquor. Yet, I believe there la more sentiment in the state of Utah for the enforcement of tha Prohibition law than perhaps any other state In the Union, and if this condition la true with reference to Salt Lake City It must bs equally true throughout the wholo country. In feet, there has been such a general breaking down of law, and enforcement of law, that Ufa and property In many communities have been rendered unsafe largely through the failure of prohibition. I call your attention to these things, not as an argument for tha repeal of the Eighteenth Amendment but to show you that a real condition exist in thl country which will have to be met sooner or or later in an honest straight-forwar- d way. wlthont without depreciating the full algnifxancc of the condition which txicts WHO DID THE NULLIFYING? You charge Governor Smith with nullification, he has not nullified. he Is attempting to solve tha problem in an honest way. If there has been nullification, then I charge the Republican parly with nullifying the Eighteenth Amendment by III failure to enforce the law. There la no way that the Republican party can escape Ita responsibility. It has cast upon Ita ahoulders tha duty to enforce tho Prohibition law. It has miserably failed to do ao: If an issue this year Is made of prohibition, the Republican party ia responsible for that issue. It cannot escape its own responsibility by attempting to belittle tho Democratic candidate, in attempting to find a solution for the problem which they have failed, to solve. People today who wero not fully aroused as to the seriousness of this problem only confess thel r own Ignorance aa to what la going on la tho United States- - Thera are things in this country which ars far worse than a person exer c'sing hi free agency in determindising whether or not he shall use I ntnxicaling liquor legally pensed. and that condition is a co ndltlon of lawlessness and corruption of public office, which today la knocking at the door of the American nation, and unless som e solution i found, will do more to wreck thia country than any other influence In public life today. A SERVICE FOR DECENCY. Irrespective as to what the fate of Governor Smith ahall be, in making the prohibition question a vital one in this campaign, I feel sure of one thing, and that Is, that he is rendering and has rendered a service that ia In the interest of temperance and In the interest of decency, In the abolishing of hypocrisy which ahall perpetuate hla name forever, aa a candidate of honest purpose, conscientiously attempting to bring about a. better and more wholesome condition of life in this country. There la really only two things that th Republican party talk about any more, jne la Abraham Lincoln and the other la the tariff. The anomoloua thing about this constant reference to Abraham Lincoln is that he waa one of th fin.-s-t Democrats that ever lived. He believed in ihn common people, he was against privilege, ha practiced honesty In government. IIu exalted human right. I would like to ask my Itepublicsn friends what similarity there la between Ahraham Lincoln and Warren G. Harding? Abraham Lincoln and Dougherty or Abraham Lincoln and Albeit Fall? Where la there ally couuterpari of Abraham Lincoln in the Republican party, aa It functions through its oflce holders in the United Bute today? TWADDLE ABOUT INDUSTRY. Thl twaddle about tho Domcratle party wanting to kill industry which Ita helped to build up our commonwealth, this twaddle that we would deplete tho range of tha country of flic flock ami herd by removing the itrotcrtlve tariff to point wherr. the Industry would heeoino unitrofltuble I tha last argument of a tarty which ha lost U power and amt buprs to fool a c rcdulous public b y crying ose-fulln- "wolf-wolf- !" I appreciate that it Is about time to bring thia speech to an cr.rl. and yet I realize that I have omitted ona of the moat Interesting parts of my speech, that la: o far. 1 have not said a word about the "Sevens." 1 haven't a aid a ainslo world about tha "Sevens" county office holders. All I have to say i 1 hope the, "Seven'' organization will cont Inn to function through the Sevens" and by the Sevens. It enables I hr Democrats to keep track of wliut the Republican arc doing, and It also furnishes the brat ally the party hna In the state. I also strongly urge that the present board of county In "Sciru" office holders who have served faithfully and well ami wlto belong to tho patriotic order of tlie Seven" should certainly receive a vote of confidence at tlie hand of their organization. For these kind word I aiu sure the Republican party will be grateful. NO REPUBLICAN PARTY IN UTAH. You will notice so far I ha vent even mentioned ths Repullcsn party of Utah. Why ahoulJ we Democrats of Utah be concerned about the Rr'publlcan party of Utah? There isn't any such animal. It has likewise been placed In tho "souvenir" chest. The Republicans did not have a voice In the Republican primary. Tha Republicans were shut nut of st tending Ihe Republican convention at Ogden. No Republicans wero placed on tho so talk about the Republicans? The Rewhy Republican ticket, publican took Ita "Sevens to bed with It and when the Elephant awoke the next morning It found ita trunk trappings and belongings lied all been stolen: and now it can fold iia arms, alt on th a ae the men wlthmit a munlry." and long Tor tho day iiti-- n the Republican party used In function In the stale of Utah. .
