Show Warren's world The perennial campaign of ignorance by Mac Webster opinion editor To the disappointment of many Paul Tsongas dropped out of the presidential race last week claiming that he lacked the necessary funds the primaries require Unfortunately running for political office in this fine country of ours is one of the most costly undertakings an individual can get themselves into This results in a wealthy elite ruling over a "representative democracy" At the College of Eastern Utah we are not exempt from these problems when we attempt to hold an election Luckily for all of us the student government has put a $200 ceiling on the amount of money that candidates can spend for this election This stipulation was well publicized and all candidates knew that they could not exceed this limit Perhaps those in student government and their advisor decided that they were not going to have a Paul Tsongas ruin their election This election however has not gone off without a hitch public humiliation Those dismissed from the campaign arc not the only ones to suffer All remaining candidates were informed that the election would be placed on hold for a week or two Many of the candidates had already made plans that could not be rescheduled and were rather cosily Fortunately for them the election committee was "gracious" enough to allow the events to transpire So now the election process begins anew with the CEU constitution at the helm My question now becomes what other provisions docs this mystical document have in sum for our unsuspecting candidates? I would also like to know where the constitution makes provisions for canceling the election or disqualifying candidates after their petitions were accepted Perhaps the elected officials for next year should establish an exact outline of how and when the election is going to be held After that has been done they should spend a dime to make a copy of the constitution and include it with their petition for election I see a new breed of student politicians being created at CEU On the afternoon of March 24 those candidates who had begun fickle unorganized and uninformed This should be scaring us! By Bob Martinez Director of The Office of National Drug Control Policy When I took office in March as the Director of the Office of National Drug Control Policy I began to meet with a wide range of people across our nation and leaders in Latin America to discuss the progress we have made and in some cases haven't made in the war against drugs I have visited numerous treatment programs and have seen many prevention and education programs in action It is clear that we have been making progress By almost any measure America is better ofT than we were five years ago better than even two years ago The number of current drug users has dropped from about 23 million to about 13 million between 1980 and 1990 The perthe past 30 days has centage of our young people using my drug within dropped almost 50 percent between 1985 and 1991 Since President Bush took office federal resources devoted to the battle against illegal can be drugs have grown by over 80 percent The American people of commitment the government strong proud of this success It reflects schools religious institutions civic and charitable families hnjnrett countless volunteers It demonstrates the effectiveness associations and of those who have taken action to make certain that neighbors their use drugs parents their children and their employees do not But as encouraging as these signs are much more remains to be done And as the National Drug Control Strategy has pointed out from the beginning progress wiU get harder as we go on In many ways the easiest part of the fight has been won The fight against heavy drug use hard-cor- e use is a tougher one that requires more dedication and - - more effort The number of daily and weekly drug users has not had the same dramatic improvement as the number of casual users these hardcore users are bound to continue to inflict great damage on themselves and on society While it is sill too soon to describe in detail the themes of the next Drug Control Strategy- - Strategy IV -- 1 can tell you that it will build on the previous strategics and will be an integrated comprehensive plan that attacks the drug problem on all fronts and involves all segments of society Hie Strategy will concentrate on demand reduction areas in particular prevention and education as well as international matters We will con- tinue working to disrupt dismantle an destroy drug trafficking organizations and we will continue to increase treatment capacity as well as improve its quality and effectiveness The President's 1992 Budget proposes a significant increase in treatment funding -- anew $99 million Capacity Expansion Program which will be used exclusively to expand the availability of treatment services in states where there is a shortage of such services If Congress enacts this program and if others continue to do their as part they have done in the past we will be able to treat 200 thousand more individuals nationwide ora total of 22 million people per year But we need to do a better job of making sure that people don't need treatment in the first place And this means that we have to pay more attention to populations including youth those who live in our inner cities and pregnant and postpartum women at-ri- sk Coach Neil Warren and the College of Eastern Utah forensics cam traveled to Sl Louis Mo to compete in the National Phi RhoPi Speech Tournament March 29 through April 4 CEU was represented by Mac Webster David Dayton Colette Ulster Gilbert Archuleta Scott Wardlc Tom Martin Errick Turner Eric Anderson Marcic Mawhortcr Mark Justice Sheryl Worslcy Krista Coulter Bonnie Suillcmyrc and Ron Gilson Over 500 students representing 78 junior colleges competed in the week long tournament CEU took 26 trophies in all The team won gold sweepstakes in debate bronze sweepstakes in individual events and bronze for overall sweepstakes CEU advanced more CEDA and LD debate teams into final rounds than any other school Four of CEU's five CEDA teams advanced past preliminary rounds Wardlc and Martin won gold Webster and Dayton Turner and Anderson and Mawhortcr and Justice all look bronze awards Five out of CEU's six LD debaters advanced to final rounds Webster and Martin tied with first place golds Dayton Archuleta and Turner tied for the bronze In individual events Webster won a gold in impromtu and silver in extemp Dayton took a gold in impromtu and silver for his informative Wardlc also received a gold in impromtu and a bronze in extemp Worslcy won silver in speech to entertain Ulster and Martin each took a bronze in extemp fr r11 ivutr ThC fc'MVP WASIT finite 7 I |
