New Mexico Is here by her Representative with an Enabling Act, knocking for admisaion as a sovereign state, and Colorado i moving iu the same direction ; TLe chances of both a doubtful., Ttyere is a growing sentiment io Congress against the admission of sny new state with population less than that of - an ' average Congressional district; and to me such a rule appears eminently just X am aware that this is au unpopular stand for fc resident in the Territories, but to my mind the facts sustain it I go the more into detail as I firmly believe there ,U a vicious public sentiment on this matter growing up in the Territories'which ought to be combatted: an undue baste to work into statehood, to the wrong of older states and the ultimate injury of the new state itself. Trne, there are many advantages in a state organization, and representation bere;but a small population may pay quite too dearly lor bpse advantages. Take Utah for instance: Her population and wealth is large indeed for a Territory, but would be ridiculously small for a state. With the present number of Representatives continued, Utah has but half the population for one; with it increased to three hundred, she has nearly three fourths. The First District of Indiana 'iW contains 150,000 people, nearly twice many as Utah; in it the single city of Evansville, with 35,000 people, contio& nine times the taxable wealth ot Salt Lake City, ' Suppose it were gravely proposed to give that district a power in the United States Senate equal to that of New York with her five million people and three thousand millions in weiilthrToetate the cose is to argue and refute it. There are already abuses enough in this line; feeble states enough to serve as warnings rather than precedents. Would a farther be politic in a national view? Would it ever bave a show of justice to the older states? Rat grant its justice, and would it be the best for the! people themselves? Can 100,000 people support a state government without onerous taxation? Iu Utah it takes a tax of ten per cent on all the peoples gross income and increase to support the gournment of God, and theu regular taxes are levied for Territorial1 matters; the government of man would certainly require twice as moch. In most of Nevada the taxes average three per cent. For 59,000 people to maintaia a legislature and a dozen state officers seems rather heavy burden there.
