TLat is the creature of the Congress of the United States, and has no powers save such as are deleg t ted to it, expressly or impliedly, by the act organizing the Territory. And Congress, iu that act, reserved to itself the right to disapprove any and all acts of the Assembly, even when such acts are within the scope o! the powers delegated to the Assembly.
