THE UTAHlllPPO SALT LAKE CITY UTAH WEDNESDAY NOVEMBER 13 1946 Uéamlation Peat ANTI-DISCRIMINATION COMMITTEE The experience gained 131 the campaign to defeat Proposition 15 should lead on to something bigger in the life of the Nisei of California For the first t1me they have definitely partic1pated inpolitical campalgn They haye found out what foul methods Will be used by the opposition The letters that the son of the late McClatchy wrote must have made his father turn in his grave Those Nisei who knew the late McClatchy know that he believed in the rights of all Japanese lawfully residing in this country The arch enemy of Japanese immigration was notfanatical race-baiter His opposition to immigration was based on national welfare However for those who were admitted into this country and were residents he believed in their rights For instance when the manager of the NYK of San Francisco was being persecuted by the residents of the Sunset District McClatchy wrote an open letter denouncing such discrimination At least one can say that the late McClatchy conducted an intelligent campaign againstapanese immigration and mellowed in his later years But the McClatchy who tried to assume the leadership in the campaign to have Proposition 15 enacted employed tactics which would make any intelligent person hide his head in shame The old pre-war arguments which may have been excusable when the campaigto enact the Exclusion Laws was waged were dragged out No fair-minded person would have dared to use them in the light of the record of the Issei and Nisei in World War II The campaign to enact Proposition 15 was an excellent testing ground for the Nisei and their friends to see who are the opposition and what line of attack they Would employ Those who supported the campaign against Prop osition 15 would have less difficulty in urging the passage ofnon discriminatory naturalization and immigration law They most likely would be in favor of passing the evacuation-claims bill These friends will bepowerful nucleus on the West Coast to erase the race legislation from the Federal statute books once and for all Anti-Discrimination committees should be organized throughout the country Every community whereperson of Japanese ancestry is located should be informed about the present naturalization laws which is an out and out race legislation California alone should have more than 100 000 letters and petitions sent to Congress next year urging the passage of fair laws extending equal treatment to all regardless of race color or religion as far as naturalization and immigration are concerned The campaign pertaining to Proposition 15 has taught one lesson which should be apparent to all It is none other than the fact that those who are vitally concerned with the problem must assume an active role themselves Friends will be glad to help but they have their own interests For instance in the last election the liberal groups Were pouring money into FEPC Proposition 15 Was too trivial Resolutions were passed and the bulletins mentioned the opposition to the measure but there was very little active campaigning We should learn to carry our own ball from this point on We should get our friends to join the committees to counsel us The focusing point should be an organization composed of Nisei The Anti-Discrimination Committee can grasp the reins because of the experience it has gained during the election campaign just completed Another thing is that Nisei speakers are in great demand Speakers bureau should be organized in every community mediately so that any friend who desires to speak on the subject may Army in Hawaii Asks Activation of handbook should be prepared im-l 442 as Reserves HONOLULU -The activation of the rebuke was administered to the proponents who are sponsoring the legal persecution of Japanese Am-f erican property owners in the re-l vival of the Alien Land Law 15 plurality of overquarter ofmillion ballots California Voters registeredvote of repudiation against what the proponents regarded as an entrenched tradition and precedent in the Alien Land Law fondly believed to be buttress-l ed withthird ofcentury of history and sentiment behind it This mileStone in the Golden Staterecord of anti-Orientalism marks the turning point of the forces long identified with antiJapanese agitation The California Joint Immigration Committee and the Native Sons and Daughters of the Golden West since the turn of the century have been embarked oncampaign of restrictive and expulsive action against those of Japanese ancestry Pearl Harbor gave them the impetus which climaxed with the evacuation Their attempts at race incitement as witnessed in the recent drive for endorsement of Proposition 15 did not win the requisite response at If the War Department approves tivated as the 442nd infantry battalion provisional Enlistments in the reserve units will commence as soon as final aptproval is received for the Hawaiian reserve plans Dunstan added have information available the plans fornation-wide movement to be launched to acquaint the American public of our problems Despite all the publicity the the discussions which have been aroused over the mass evacuation and the violences attempted when the evacuees were returning to their homes large segment of the citizenry of this country still do not believe the treatment during wartime or do not know about the Japanese Americans as citizens An educational campaign is necessary to create the public opinion necessary to bring was still raging in the Pacific Enacted lJune 16 1945 it was identified as Senate Constitutional Amendment No 17 to validate 1923 and 1945 amendments to the Initiative Alien Land Law of 1920 These amendments included provisions for the automatic and immediate escheat or reversion to the State of properties acquired by Nisei the im quirement of real estate harsh and lunreasonable penalties the inabil ity of the alien parents to acquire possess enjoy use cultivate occupy transfer transmit and inherit real p1 operty or to have in whole or in part the beneficial use thereof The Alien Land Law of 1920 permitted amendments in furtherance of its purposes Proponents felt that in order to forestall any attempts to question whether these amendments were in furtherance of the purposes they should be placed in the State Constitution by being in their name and address to How California Votes Defeat Validation 0f Alien Land Law Amendments validated by the electorate This refusal by the voters to rubber stamp this legislative proposal raises some serious questions as to whether the courts will continue permitting infringements upon the property rights of American citizens of Japanese ancestry The recent Oyama decision by the California Supreme Court further emphasized the disabilities and deficiencies of the ineligible alien in regard to property rights This election campaign spearheaded by the JACL Anti-Discrimination Committee was primarily concerned with the deprivation of the rights of Nisei and the Nisei soldier Upon this issue Californians rallied and unmistakably voiced their opposition to legal attacks against Japanese Americans The democratic right to equal consideration is now vindicated Ex-Sgt Akira Iwamuragrievance was deemed to belegitimate grievance and aroused the conscience of voters Inrefreshing commentary it was observed that hysteria generated in certain quarters of California was responsible for the wartime displacement of Japanese Americans The Golden Stateexample was followed in the enactment of similar Alien Land Laws in 17 other western states It may Signify that Californialead here again may result in relegating Alien Land Laws as dead letter
