Odd Fellow In good Gambling hells," once remarked Thomas C. Acton, formerly Ireiidcnt of the Metropolitan Police Cotnmis-won,are always difficult to handle. for their lupprenion were iramed upon tho circamlocution principle, or How not to do it," and ft ii therefore impossible to suppress them." Superintendent Kelso expresses a like opinion, and says that, notwithstanding tho frequent arrests of tho proprietors, no conviction for keeping . a gambling louse has beau secured during the .past twenty-fiv- lodges.' rXcS iIIIUII -- BO . llfcMEXTS an., in atand-uinUa- i. yean. e During the raids upon the gambling saloons from $20,000 to $25,000 worth of gaming implements have been seized and stored at police headquarters, where some of them havo lain for many rears. Among these are faro tables, vory checks, keno racks, cards, dice, and, in short, every species of implc-me- at used by the gambling fraternity. The law provides that these shall ho destroyed upon conviction of their owners, but no conviction having on sued, the implements are still secure I'rom destruction. Tha penalty of keeping a gambling house is a fine of $1,000 or less, or imprisonment for not less than ten days nor more than two years, or Loth fine and imprisonment for such amount and time, within the legal limits, as the courts may bo pleased to dctei-min- e. Tho authorized punishment being considered reasonably sufficient, the gauiiug laws in themselves afford no adequate excuse for their Political influence, judicial corruption and the patronage of wealthy and powerful men have constituted the stereotyped excuses for years. Judges, legislators, merchants, hankers, lawyers, doctors, thieves, ward politicians, and, in brief, old and young, of all occupations, and from every walk of life, are found at the gaming table. To accommodate this inordinate passion or games of chance, there are in New York 110 public gambling hells, whose existence is known and acknowledged y the police. Doubtless there are many more called private, and conducted ess openly. A majority are on Broadway, while others are in what seem to be handsome rivate residences in fashionable streets. 'heir inteiion and the scenes enacted in them have been too often and fully described to seed a reiterated detailed portrayal. Their emissaries throng the concert saloons, the hotels and barrooms, and parade tho streets in flashy apparel, while seeking for dopes. N. Y.
