Among the things the recent conference report demanded we find: (1) Loans to business under a government bank insurance plan, or through a federal agency; (2) modification of the capital gains tax and repeal of the undivided profits tax; (3) mutual responsibility of employer and employe, and investigation of the National Labor Relations Board; (4) curtailment of government expenditures and a balanced budget; (5) return of relief to the individual states. S. and Japan In a VISITING NURSE Naval Expansion Race hasnt been headlined much as yet but the United States and Japan are about to become actively engaged in a It naval expansion race. The current naval program which has the Presidential approval, calls for major expansion of the navy over a period of several years. A large number of minor ships will be built, plus several capital ships heavy mounting guns, and costing scores of millions. Two unconnected incidents seem to be responsible for the program to revitalize and enlarge the navy. First, the warlike attitude of Japan and her apparent disregard of the rights of of (as illustrated that Japan (whose government of the the Panay), has makes every effort to keep such sinking by State Department to matters a dark secret) is now brought the the view that the United States building several ships of almost must make it apparent to Nippon unprecedented size and range, and guns. The best that we are prepared, if necessary, mounting to meet force with greater force. available figures indicate that the Second, the business depression has United States today possesses 113 made this a perfect time, in the modern fighting ships weighing a view of New Deal officials, to in- total of 869,000 tons, while. In addition, Japan subsidizes men-of-wa- 1 r, 18-in- complete, and costs from $30,000,-00- 0 to $00,000,000. It requires a tremendous amount of labor, skilld and unskilled. It ed, demands the products of all the basic industries, from lumber to steel. Thus, a big scale naval ex pansion plan is of no small signi ficance in employing labor, dis tributing money throughout the semi-skille- basic industries, and bolstering business in general, for a shor period. Theoretically, Great Britain am the United States have the worlds greatest navies, with Japan run ning a poor second to these dom inant powers. Actually, when it comes to modem naval tonnage as against obsolete tonnage repre jsented by ships which look al right in war games but would be next to useless in actual combat Japan is practically as strong as we are, and some think she may be stronger. Between 1928 and 1933, American naval construction practically stopped. Those were the years in which Japan was develop ing her navy as rapidly as possi ble. Since 1932, Japan has built or started 217 warships with a gross weight of 717,000 tons, as against 136 ships grossing 560,000 tons for the U. S. As everyone knows, the U. S. mer chant marine is next to and has been going down hill at cataclysmic speed since the last war. Here are some of the reasons why the House recently approved the largest naval peace time ap propriation on record for the next fiscal year $553,000,000. It is not at all unlikely that additional legislation will increase this figure. This government seems certain to become involved in what the U. S. News terms, the world-wid- e naval armament Space prohibits discussing the endless differences of opinion between those who feel that a big navy makes for peace and those who believe it makes for war. The first school argues that if we show sufficient military strength, no na tion will dare to insult us, much less attack us that, no matter how much they may hate us and desire our possessions, they will have to keep out of war because they cant possibly win. The sec non-existe- free-for-all- ." ond school, which has much his- torical precedent in its favor, argues that great naval and military machines, even though their sponsors urged them as instruments of peace, have inevitably become in struments of war. These opposed theories are of only academic in terest now, however the big thing is that the entire world, including the United States, is spending untold billions to create fighting machines of a greater magnitude and Mrs. K. Taken all in all, the conferences with business big or little establishes! the conviction that business generally speaking is incapable of viewing national affairs from the standpoint of the general good, or that business will willingly consent to a fair distribution of economic advantages. Solution of the nations most pressing problems does not appear likely to come from the people whose ideas of national prosperity is determined on the sole basis of their own cash balances. Some day," predicts David Lawrence writing of the Little Business conference, the administration will ask a group of econo- mists to work with government economists and furnish their advice to members of the government, congress included." If D. L.s right and well he may be dollars to doughnuts the advisory group will be held up to scorn as brain trusters, or rainbow chasers, and somebody possibly D. L. himself will be yelling for the bright brains of business to be placed at the helm of the Ship of State. NO PERSON WILL HUNGRY," SAYS GO PRESIDENT ROOSEVELT President Roosevelt asked congress for a deficiency appropriation of $250,000,000, to supplement diminishing relief funds and an increasing demand for assistance, lie urged that it be given without any strings attached. In a letter to Speaker William B. Bankhead of the House, the President said every dollar requested is needed if widespread suffering is to be averted between now and July 1, when next years appropriations will be available. That congress will promptly respond is beyond question. Groundwork for quick legislative action was laid at a conference between the President and congressional leaders. A resistance point seems to have been reached, beyond which industry as a whole does not drop. Nor, on the other hand, does it rise much beyond this point. Conditions are unusually static, taking the situation as a whole. There seems small likelihood of any major change either way in the near future.
