The more laws we make the more potent is our admission that we as a people are not able to really govern ourselves but must set up some super agency for that purpose. In our mad rush to achieve self-governm- it might not be a bad idea just to stop and ask ourselves individually whether we are really able to govern ourselves. And perhaps we had better not press the question too closely else we might become convinced of our need of a guardian.
