The Utah Labor News takes issue with the stand of the pessi-- l mistic Jeremiahs who are arguing that progress made ha3 been in spite of NRA rather than with its cooperation. The 1933 income tax rates weakened that argument of the Jere- miahs. They show that 1933, although far from being a business year to be hilarious about, registered substantial gains over 1932. NRA was in effect for approximately half of 1933. It prevailed for all of 1934, which now shows a very notable advancement over 1933. It is true that the good showing of the industrial corporations - . is not matched by the records of the utilities and railroads. be argued that if it had not been for increase in wages and materials attributable to NRA the earnings of some of the in- dustrial corporations would have been larger, or at least the officers think they would have been. Yet, that assumption can hardly be proved, for it is reasonable to suppose that the impetus which NRA gave to payrolls caused a considerable part of the added business which produced a 29 per cent gain in earnings.
